Julalikari Council Aboriginal Corporation (JCAC) is an Aboriginal community service organisation governed by Julalikari Council, an elected body representing the Aboriginal community of Tennant Creek, NT. JCAC’s constitution directs the operations of the organisation with a general strategy to alleviate poverty and improve the well-being of the Aboriginal community of Tennant Creek and the surrounding Barkly region.

Julalikari Council has a deep commitment to Aboriginal participation in the design and delivery of its programs and services. This has helped JCAC pioneer the design and delivery of many programs which are now adopted by governments and other Aboriginal service providers across Australia.

About the Opportunity

JCAC now has an exciting leadership opportunity for a Senior WHS Manager to join their team in Tennant Creek, NT. This role is initially being offered on a full-time, 12 month contract, with potential extension after this time.

Reporting to the CEO and working closely with an external advisory consultant and the JCAC Executive Team, your primary responsibility will be to develop, implement and maintain JCAC's WHS management systems to ensure compliance aligned with current WHS standards and relevant WHS Northern Territory legislation and codes.

This role combines both strategic and operational elements and will require the successful candidate to provide a hands-on service across a diverse service area, including construction, landscaping, food handling, aged care, accommodation services and office environments. 

Your day-to-day responsibilities will include, but not be limited to:

  • Coordinating JCAC's Risk Management Framework, including policies, systems, education and coordination;
  • Developing and coordinating training initiatives across JCAC (in-house and externally run courses);
  • Conducting incident and investigation reporting, including managing Workers Compensation and Public Liability claims; and
  • Developing, implementing and managing WHS systems to support employee and line management accountability to deliver a safer workplace.

About You

To be considered for this position you will be a qualified WHS/OHS specialist (minimum Diploma level), with extensive demonstrated experience delivering WHS initiatives in a similar role, ideally across a diverse service area. Any experience working with Aboriginal people and/or living and working in a remote area will be highly regarded, but is not mandatory. 

This is a highly accountable position within the organisation requiring regular progress reporting and a comprehensive understanding of WHS legislation, regulations, standards and guidelines, and how these are applicable to the JCAC framework. As such you will be well-organised, with strong attention to detail and the ability to initiate and manage change processes within a large workforce. 

Importantly, JCAC is looking for someone who is competent in communicating with a diverse range of people, in particular with the willingness and ability to work with Aboriginal people, in a respectful and culturally appropriate manner. 

Please Note: A current driver's licence, NT Police Criminal History Check and an Ochre Card (Working with Children Check) are requirements of this role.

About Tennant Creek, NT

Tennant Creek is a township of about 3,500 people, located 500 km north of Alice Springs and 1,000 kilometres south of Darwin. It’s a place shaped by Aboriginal culture, gold mining and pastoralism. The surrounding area is called the Barkly Tablelands, a region roughly the size of the United Kingdom, and characterised by wide grassy plains, endless blue sky and massive cattle stations.

The traditional owners of the area surrounding Tennant Creek are the Warumungu people and their culture is very much alive and well, with Aboriginal people making up approximately 60% of the population, and over ten language groups represented in the town. Their stories are showcased in one of Australia's finest cultural centres, Nyinkka Nyunyu. Tennant Creek has developed from its rough, tough droving and gold mining days into a modern town with shops and a supermarket, accommodation, bars, clubs and restaurants, a major regional hospital, schools and banking facilities.

The recent expansion of the mining industry in the region has largely been on Aboriginal land, meaning that there are now exciting and challenging opportunities for training, employment and economic development.
