About the Organization

The Gwa’sala-’Nakwaxda’xw First Nation is located adjacent to the community of Port Hardy, British Columbia and on the Tsulquate reserve. Our residents stay true to their traditional lifestyle and still participate in activities including hunting, and fishing.

We are a small, semi-rural community of about 500 on-reserve community members, with about 450 of our band members living off-reserve. The Tsulquate reserve, where most of our members live, is adjacent to the town of Port Hardy on the North-eastern tip of Vancouver Island, British Columbia, Canada. Tsulquate is within the boundaries of the Regional District of Mt. Waddington.

Prior to 1964, the Gwasala people and the Nakwaxda people lived as two separate tribes. The Gwa'sala people mostly lived and travelled around Smith Inlet while the 'Nakwaxda'xw people lived around the Seymour Inlet. While many of our practices were similar, we spoke different dialects and each tribe had our own distinct culture. In 1964 we were amalgamated with each other and relocated to the Tsulquate Reserve.

About the Opportunity

Currently, Gwa’sala-’Nakwaxda’xw First Nation is hiring a Band Manager in Port Hardy, British Columbia.

Working under the direction of Chief and Council, you will be responsible for the efficient and effective operation of all departments of the Gwa’sala-’Nakwaxda’xw Nation Administration Office.

More specifically, you will manage Gwa’sala-’Nakwaxda’xw Nation resources of staff, financial assets, property, natural resources, and information, in accordance with Council's policies and priorities.

Your responsibilities will include, but are not limited to:

  • Developing a detailed annual provisional budget, and assisting department heads in preparing and monitoring departmental budgets
  • Maintaining sound working relationships with Gwa’sala-’Nakwaxda’xw Nation staff, and with representatives of other departments, governments, and government agencies
  • Acting as a liaison between Gwa’sala-’Nakwaxda’xw Nation members, each department of the Office, various resource and funding agencies, Aboriginal and Northern Development Canada ("AANDC"), and Council
  • Generating monthly reports to Council regarding departmental funding, budget updates, and other business as directed by Council
  • Implementing and monitoring the policies and decisions of Council
  • Developing capital and operating budgets, which are consistent with Council's long-term plans and priorities, for each department
  • Monitoring expenditures within Gwa’sala-’Nakwaxda’xw Nation accounting system and advises department heads of budget limits
  • Identifying new sources of revenue for Gwa’sala-’Nakwaxda’xw Nation programs and services and applies for additional funding as required
  • Assisting in the planning, development and implementation of innovative programming, problem-solving, and community involvement projects
  • Supervising Gwa’sala-’Nakwaxda’xw Nation employees by ensuring that Gwa’sala-’Nakwaxda’xw Nation policies are followed and confidentiality is maintained
  • Together with relevant department head and sub-committee of Council, recruiting, screening, selecting and training employees
  • Developing and/or maintaining a written policy and procedure manual for the handling of Gwa’sala-’Nakwaxda’xw Nation operations
  • Responding to inquiries and investigating complaints from Gwa’sala-’Nakwaxda’xw Nation members and others
  • Maintaining good public relations by working closely with Gwa’sala-’Nakwaxda’xw Nation staff and department heads, by networking with outside organizations, and by addressing Gwa’sala-’Nakwaxda’xw Nation members at community meetings and events

As a business-minded leader, you will need a Bachelor’s Degree in Business Management, Public Administration, Accounting or another relevant discipline along with at least three years' experience in program administration for a First Nation, or experience in a related field such as local government administration. A different combination of education and experience may also be considered.

Our ideal candidate will have a working knowledge of and respect for Indigenous culture, customs, traditions and issues and a knowledge and understanding of AANDC policies and proceduresIn addition, it is essential that you have mathematical and accounting skills, supervisory and team-building skills, a familiarity with the Indian Act and Indian Act regulations and leadership and administrative skills.

In this high-profile position, you will have strategic and long-range planning skills, coupled with experience in organizational development/governance as well as public affairs. Sound decision-making skills and the ability to motivate your staff will also be crucial to your success in the role. Since you will be interacting with a variety of stakeholders, you will join us with outstanding communication skills, both in verbal and written situations.

As a disciplined and direct individual, you are also flexible enough to adapt in our dynamic work environment. You will need proven organizational, management, and interpersonal skills to excel with us. Lastly, you must have the ability to effectively multitask when dealing with competing priorities.
