About the Opportunity

The City of Iqaluit has an exciting opportunity for a Labour Relations Specialist to join our team in Iqaluit, Nunavut.

Under the direction of the Director of Human Resources, you will perform a range of HR duties with a focus on maintaining positive working relationships and resolving labour issues with the City of Iqaluit in accordance with legal obligations, city policies and bylaws and Collective Agreements and industry best practices.

More specifically, you will provide leadership, expert advice and training to departments. The successful candidate will also be responsible for conducting investigations, acting as a mediator to resolve disputes, responding to grievances, ensuring regulatory compliance and preparing for arbitration or other hearings as required. 

Your responsibilities will include, but are not limited to:

  • Preparing for investigations by creating forms, templates and questions
  • Investigating problems, such as violations of policies, harassment allegations, complaints and grievances
  • Resolving issues through a variety of methods including implementing discipline procedures, conflict resolution, mediation and training
  • Providing training to management and staff on respectful workplace expectations, managing staff, coaching conversations, staff engagement and productivity, Human Rights in the workplace, adherence to the collective agreement and other Labour Relations topics
  • Researching, analyzing and assessing options for conflict resolution for complex problems
  • Recommending solutions to leadership when repetition of individual problems indicates negative trends
  • Participating as part of the Collective bargaining team
  • Maintaining an information database of active and past files of grievances, investigations and employee files a assigned by the Director
  • Providing coaching to supervisors and managers on performance management techniques and tools
  • Gathering and reporting on statistics as they are related to organizational development (attendance, performance measurement, hiring, turnover, grievances etc.)
  • Conducting research on best practices, trends and legislation that affect human resources
  • Managing and undertaking special projects relating to labour relations and human resources
  • Other duties as assigned

To qualify for this role, you will have a university degree in Business with a major in Human Resources or a Labour Relations Business Degree combined with a professional designation (CHRP, CHRL and/or CHRE) and a minimum of 3 years of direct work experience.

Professional experience in a government setting and/or work experience in a unionized environment will be considered an asset for this role. 

You will also possess:

  • Demonstrated ability to provide beneficial recommendations to solve HR related issues related to regulations, laws and policies
  • Ability to adapt to and learn new software quickly
  • Data analysis skills
  • Effective communication skills with individuals at all levels of the organization
  • The ability to deal with people sensitively, tactfully, diplomatically, and professionally at all times
  • A proven ability to communicate effectively with individuals with varying levels of knowledge, skills and responsibilities
  • Ability to interpret and implement organizational policies and procedures
  • Demonstrated research, administrative and organizational skills
  • Demonstrated knowledge of change management.
  • In-depth and authorities knowledge of collective agreements and terms and conditions of employment
  • Knowledge of the behaviour sciences, group dynamics and motivational theories
  • Excellent understanding of labour relations and human rights issues

About the Benefits

The successful incumbent will be rewarded with a  salary of $75,239.54 and a Housing Settlement allowance of $22,378.25. You will also receive a great range of employee benefits, including:
