About the Opportunity

The Bawinanga Aboriginal Corporation (BACnow has an exciting and rewarding opportunity for a driven and passionate Manager CDP & Community Services to head up the Community Services team in Maningrida, NT. This is a full-time position over a 3-year contract (offered after a 3-month probationary period).

Reporting directly to the CEO, you will primarily be responsible for providing high-level leadership in the delivery of community service and employment programs including Money Management and the Community Development Program.

Your day to day responsibilities will include, but not be limited to:

  • Leading, driving and managing the contractual arrangements entered into with the Australian and Northern Territory Governments to ensure all primary obligations are met and financial returns maximised;
  • Using a program management approach to drive the implementation, monitoring and reporting of programs and projects within a complex range of cultural, sensitive and challenging work priorities and programs;
  • Fostering strong partnerships and collaborations with local, Australian and NT government stakeholders to gain reciprocal understanding and ensure legislative and regulatory compliance and ongoing funding; and
  • Taking a lead role in fostering and developing a working environment that is safe and continually improves its employment and professional development practices, cultural and diversity engagement and implementation of policies and systems.

About You

To be considered for this position, you must have strong management experience in Employment Service Contracts such as CDP or My Pathways, with a proven background in organisational and community development.

Your ability to network, collaborate and foster strong partnerships with internal and external stakeholders across all levels from Community to Government will be crucial in order to strategically identify and leverage opportunities to improve service delivery. You will be an adaptable and resilient manager with a strong record of leading and motivating teams and implementing change, risk management and mitigation workplace practices.

The ideal candidate will combine a strategic mindset and a well-developed knowledge of the legislative, regulatory, ethical and corporate management reporting requirements relating to complex social service programs with strong financial and budgetary compliance acumen.

Exceptional intercultural communication, influencing and negotiation skills will be required in order to present complex ideas and advice to Traditional Owners and the broader community, and to address, navigate, de-escalate and positively manage conflicts around a variety of social issues. Ultimately, BAC is looking for a patient, organised, firm yet fair leader to manage a complex team working directly with the community to deliver real, measurable outcomes and improvements while under the scrutiny of multiple stakeholders.

About the Organisation

The Bawinanga Aboriginal Corporation (BAC) is one of Australia's oldest outstation resource agencies, established in its original form in 1974 to support those people who chose to live on their clan estates in the Arnhem Land Reserve, rather than in the government settlement of Maningrida. In 1979 it was incorporated under the Federal Aboriginal Councils and Associations Act. Over the past 40 years BAC has developed a portfolio of services and operates a CDP program employing approximately 925 participants living on 32 outstations, in an area of approximately 10,000 km2.

BAC's mission is to improve the lifestyle of people on homelands by caring for country, preserving language and culture through the delivery of services to improve housing, health, education and roads.

About Maningrida

Maningrida is situated on the Central Arnhem Land coast of the Arafura Sea at the mouth of the Liverpool River, approximately 500 km east of Darwin, NT. The town is accessible in the Dry Season by road; there are two flights daily from Darwin and a freight service by barge, twice weekly. Maningrida is the administrative centre of 32 Homelands (outstations) within 10,000 square km of Arnhem Land. The total community population of 3,000 includes the homeland and non-indigenous residents.

In per capita terms, it is perhaps the most multi-lingual community in the world. The linguistic variety is echoed by the cultural diversity in the area, evidenced by the number of different religious ceremonies and the multitude of artistic forms in design, music and dance. People speak Ndjébbana, eastern Kunwinjku, Kune, Rembarrnga, Dangbon/Dalabon, Nakkara, Gurrgoni, Djinang, Wurlaki, Ganalbingu, Gupapuyngu, Kunbarlang, Gun-nartpa, Burarra, and English. Most people have command of at least three of these languages.

The town is a secluded paradise, great for keen fishermen and those looking to learn about Aboriginal art and culture. It is well resourced with an arts centre, local swimming pool, school and two supermarkets!
