About the Opportunity

Mornington Shire Council now has an opportunity for a Housing Manager to join their team on Mornington Island, on a full-time basis.

Reporting to the Executive Manager Infrastructure and Technical Services, this position is responsible for managing Council's Housing Program - a significant business unit responsible for the construction and maintenance of Council’s administration buildings, staff houses and community facilities, as well as performing contract works on behalf of the Department of Housing and Public Works.

More specifically, some of your key duties will include (but will not be limited to):

  • Managing Council’s contract with the Department of Housing and Public Works to ensure the timely and efficient delivery of housing construction repairs and maintenance to Council, Community and State Government properties;
  • Overseeing the portfolio of tradespeople performing work under the Housing Program (roughly 40-50 workers), providing training, guidance and mentoring to local employees;
  • Providing a high standard of customer service in the delivery of building construction, repairs and maintenance, while achieving budgeted financial outcomes for the Housing Program;
  • Ensuring appropriate job scheduling, costing and reporting processes are in place for cost effective and timely planning and delivery of services;
  • Making sure Council’s budget for all housing projects is appropriately managed;
  • Preparing management and financial reports to external stakeholders (mainly HPW / BAS) in accordance with service contracts; and
  • Carrying out contract negotiations, building works quoting and other high level administrative work.

About You

To be successful in this role you must possess high level leadership skills within a building / civil construction environment and a background in project management. You'll have sound commercial acumen and financial management skills, including experience with budgeting and procurement. 

As you will be navigating a number of key stakeholder relationships, it is essential you hold strong interpersonal skills and be able to adapt your communication style to each relevant audience, from discussing jobs with tradespeople to finance and management conversations with government clients. Well developed negotiation skills, a focus on outcomes, and the ability to make things happen without disrupting the peace, will be critical to your success.

Importantly, Mornington Shire Council is looking for someone who is willing to step into a challenging environment and work within the community to obtain improved housing outcomes. You'll be honest, patient and understanding of the environment you'll be working within, and able to work effectively with cross-cultural groups.

Although not essential, a trades qualification, government interaction experience and/or contract administration of housing construction works will be highly regarded.

Please note: It is a condition of employment with Mornington Shire Council that you hold a current Driver's License, a current Working with Children Blue Card, and be willing to undertake a new Criminal History Check upon commencing employment.

About Mornington Shire Council and Life on Mornington Island

Mornington Shire Council is a dynamic local government organisation tackling significant issues at a social, economic and practical level on behalf of its residents. It provides a range of services to twenty two islands of the Wellesley Group in the Gulf of Carpentaria, including Council Administration, Waste Management, Municipal Services, Sport and Recreation, Water and Sewerage Maintenance and Civil Works. 

Mornington Island, the largest island in the group is located 125kms north-west of Burketown, 200kms west of Karumba and 444kms from Mount Isa. The population is estimated to be 1142 as of 2011, with the majority of the citizens living in the township of Gununa. As well as the local government offices, Gununa is also home to a child care centre and a public school (teaching up to grade 10), and is serviced by regular passenger flights from Mt Isa and Cairns as well as a barge from Karumba.

The islands are renowned for their windswept beaches lined with sea-oak trees, rocky outcrops and mangroves. The surrounding sea is abundant with fish and marine life, such as turtle and dugong. The Lardil, Kaiadilt and Yangkaal people manage a number of land and sea management projects aimed at maintaining the unique natural environment and supporting future generations to live off the land.
