Pormpuraaw is on the west coast of Cape York about 500 kilometres from the tip of Australia, just south of the Edward River. It is the home of the Thaayore, Wik, Bakanh and Yir Yoront People, with a total population just under 800 people. 

Pormpuraaw is a very remote, but beautiful community that is well known for it's coastal location, magnificent sunsets and abundant fishing experiences. It is approximately 8 hours drive from Cairns and is also regularly serviced by two airlines.

About the Opportunity

Council now has an executive-level opportunity for an Operations Manager to join their team at Pormpuraaw in far north Queensland. This role is being offered on a full-time, 3 year contract basis with the option to renew after this time.

Reporting to the Chief Executive Officer and with 9 direct reports, the Operations Manager provides leadership and management of the Operations Department workforce including WH&S; the mechanical workshop, carpentry, plumbing, garbage, parks and gardens and airport operations. The Operations Manager also oversees the operational administrative staff and contractors within this area.

Your day-to-day responsibilities will include, but not be limited to:

  • Managing Council’s asset management program for roads, reserves, footpaths, community and corporate buildings;
  • Coordinating the investigation, design, specifications, cost estimation and implementation of all works and technical projects in conjunction with Council and contract staff as required;
  • Ensuring projects are delivered on time and within budget;
  • Achieving targets identified in Council’s corporate and operational plan and long-term financial forecasts / models;
  • Participating in the management team to ensure successful coordination and implementation of corporate and operational plan strategies, Annual Works Program and budget outcomes;
  • Ensuring that Council staff and contractors are adequately supervised, trained and working to appropriate performance standards, particularly in terms of work health and safety and quality assurance practices; and
  • Ensuring the provision of excellent customer service by the Operations Department.

About You 

So, what type of person is going to be successful in this role? Council is very open to speaking to interested candidates from a range of different backgrounds and experience levels. If you hold trade qualifications as a Builder or have worked for a Local Government organisation in a senior leadership role, this will be highly regarded, however is not mandatory.

However - there are three key things that you must have in order to be considered for this position:

  1. Demonstrated leadership skills, with previous experience managing a large team and the capacity to work effectively as an individual, resolve complex problems and contribute to a team environment;
  2. Strong project management skills with the ability to develop, implement and manage projects and organise departmental priorities to meet deadlines; and
  3. Proven hands on experience in the building/civil construction industry. Whilst you won't be physically delivering on the works, you will be required to provide technical advice to operational teams, as well as managing budgets, contract costings and quotations.

You will need to have well developed communication and negotiation skills in order to gain trust and engagement from internal stakeholders, and have a strong financial acumen, with the ability to manage budgets, contract costings and provide relevant reporting and insights to the executive leadership team on operational outcomes.

Importantly, Council is looking for someone with the ability to live and work in a highly remote location and to interact respectfully with the local Aboriginal community.
