About the Organisation

The Tiwi Islands Training and Employment Board (TITEB) was established by the Tiwi Land Council to coordinate all training and employment activities on the Tiwi Islands. TITEB is owned and managed by a Tiwi Board of Directors, with offices in Wurrumiyanga, Milikapiti & Pirlangimpi and Darwin.

TITEB is nationally registered as a Registered Training Organisation (RTO #4742) under the Australian Quality Training Framework.

About the Opportunity

TITEB now has an opportunity for a full-time Community Development Program (CDP) Site Manager to join the team in Bathurst, Tiwi Islands.

Reporting directly to the CDP Manager, you will primarily be responsible for providing leadership of Employment and Activity Services on Bathurst Islands, ensuring quality services to Job Seekers and employers in accordance with the CDP contractual obligations to maximise social and economic outcomes for both the community and individual participants.

As CDP Manager for the Bathurst Islands, your key duties will include, but not be limited to:

  • Providing leadership and direction to Employment and Activity Services teams by facilitating seamless work processes that enable the contract requirements to be met.;
  • Building and sustaining links with local employers to understand and respond to the skills needed to meet the local labour market and working with host organisations to identify participation opportunities;
  • Maintaining a high level of knowledge of the CDP Guidelines, including updates and transfer to the employment services team;
  • Monitoring compliance in line with CDP Guidelines; and
  • Maintaining a high level of culturally appropriate customer service that seeks Job Seeker input and responds effectively to appropriate suggestions or complaints

About You

TITEB is looking for a resilient, driven and organised candidate who has experience managing and leading teams. Experience in employment or community services programs is a must. Relevant trade qualifications in building and construction will be highly regarded.

Your high-level working knowledge of the CDP contractual obligations and a demonstrated ability to interpret and apply policies and procedures as they relate to the Employment and Community Service Program is preferred to be successful in this role. The ideal candidate will have a knowledge and appreciation of Indigenous societies and cultures and an understanding of the issues affecting Indigenous people in contemporary Australian society and the diversity of circumstances of Indigenous people.

Most importantly, TITEB is looking for a candidate that is resilient and adaptable to the challenges of living and working remotely, with team-oriented focus and the drive to grow and progress within the organisation.

The Tiwi Islands

The Tiwi Islands are located 80 km north of Darwin in the Arafura Sea. Tiwi people have occupied the area for at least 40,000 years.

The Tiwi Islands consist of two large islands, Bathurst Island and Melville Island, and nine smaller uninhabited islands. The largest community is Wurrumiyanga (Nguiu) on Bathurst Island. On Melville Island there are two smaller communities, Pirlangimpi (Garden Point) and Milikapiti (Snake Bay). Pickatarmoor on Melville Island is home to Tiwi College. The population is around 2,500 of whom 90% are Aboriginal.

The Tiwi economy is based on local government, education, community services, arts, tourism, football, forestry and transport. Investment in Tiwi forestry and Port Melville has created more employment opportunities for Tiwi people.

TITEB is one of the Islands’ main employers, employing 71 staff of which 53 (75%) are Tiwi. We work closely with employers to ensure our services are aligned with employment needs on the Islands and our job seekers are training for the right jobs.
