About the Organisation
Marthakal Homeland Resource Centre (MHRC) is responsible for the provision of services and the economic and social development of 29 homelands spread across an area of over 15,000 square kilometers in North East Arnhemland. This area is collectively known as the Marthakal homelands. The Centre is based at Elcho Island, an island off the coast of Arnhem Land. It is located at the southern end of the Wessel Islands group in the East Arnhem Region. The island's town community is the settlement of Galiwin'ku, located near the island's southern tip. MHRC services the homelands in areas of health, housing, age care, municipal services, infrastructure, natural resource management, employment services, transport and business development. Marthakal Employment Services (MES) is a business arm of MHRC. MES is a specialist Indigenous provider of employment and training, one of only 26 Australia wide. They currently assist over 700 clients across the homelands and Galiwin'ku community with education and pre-employment training.
About the Opportunity
Marthakal Homeland Resource Centre has a unique opportunity for a full time Chief Executive Officer to lead its team on Elcho Island, NT. This senior position is being offered on a 2 year contract.
The organisation is made up of two primary divisions: the not-for-profit Marthakal Homeland Resource Centre, delivering government-funded services to the Homelands; and the Marthakal Business Enterprises, which is the for-profit division that operates the business entities within the Galiwinku community.
The CEO will be responsible for the day-to-day management of both sides of the organisation, including maintaining both the operational and strategic direction. The successful applicant will manage all affairs including finances, human resources, relationship maintenance with key stakeholders and departmental accountability.
More specifically your day-to-day responsibilities will include:
- Remaining up to date with all aspects of Indigenous affairs, particularly political, social and economic matters that affect the Resource Centre;
- Providing quality reports, advice and assistance to the organisation's elected executive;
- Providing leadership, motivation and direction to all staff;
- Undertaking strategic planning and policy development;
- Identifying funding sources and writing grant applications for funds to underwrite Centre activities and development; and
- Developing staffing structure, undertaking recruitment and setting remuneration of key staff.
To succeed in this role, the incumbent will have a senior management background in organisational and community development, including experience in the management of a multi-faceted organisation. You will have either a tertiary qualification in a relevant field (e.g. Tourism, Arts Management, Business, Indigenous Studies) OR a demonstrated record of achievement at an executive level in a similar organisation.
High level administration, word processing and database skills are required, as is the ability to develop, coordinate and implement training and planning programs.
Applicants will need recent experience working in a remote cross cultural environment, as well as extensive knowledge and genuine appreciation of Aboriginal culture, and a solid understanding of the political, social and economic factors that affect Aboriginal communities.
Marthakal Homeland Resource Centre need a patient, reliable and self-motivated person with outstanding communication skills, allowing them to liaise at all levels amongst a wide range of NGO, government and corporate stakeholders.
Importantly, you will be comfortable living in remote areas, open to undertaking extended hours of work on an as-needed basis, and willing to travel intrastate and interstate for short periods when required. You may need to fly in light planes, and/or drive 4WD vehicles (training provided) and should be comfortable with this. A current driver's licence is required, and all applicants must be willing to undertake a criminal history check and medical assessment prior to commencing employment.
