About the Organisation

The Municipality of Katherine covers an area of 7,421 square kilometres with a population in excess of 10,000.  Katherine is located on the beautiful Katherine River and is the major regional centre, servicing horticultural, pastoral, mining and tourism industries.  The Katherine Region is 336,674 square kilometres, or almost the size of the Australian State of Victoria, and the total population of the region is just over 24,000 people of which 60% identify as Indigenous.

About the Katherine Region

About the Opportunity

The Katherine Town Council has a unique opportunity for a full time Chief Executive Officer to lead its professional, multi-disciplinary team based in Katherine, NT.

Performing under the Northern Territory Local Government Act 2008, the CEO will be responsible for managing and administering the plans and business of the Council whilst ensuring the development and implementation of Council policy.   The successful applicant will ensure best practice human resource management of staff and oversee the promotion of community development and self management.

More specifically your day-to-day responsibilities will include:

  • Implementing the Council's vision and demonstrating sound strategic thinking and planning to ensure the Council moves towards this;
  • Supporting elected members through advisory and development strategies as directed by Council, and motivating and developing staff and stakeholders to achieve quality outputs;
  • Managing the Council's relationship and interactions with the groups in the community to support building community capacity to initiate and implement projects and programs;
  • Ensuring that human and physical resources are available and effectively, efficiently and ethically used to meet the strategic and operational service delivery needs;
  • Promoting continuous improvement and establishing organisational structures, business plans and procedures that support the Council;
  • Establishing and maintaining positive working relationships with the Council and government and diverse groups of people within the public and private sectors; and
  • Modelling and promoting appropriate social, ethical and organisational standards in all interaction.

To succeed in this position, the incumbent will have worked in a senior management position within local Government, preferably within organisational and community development, with extensive experience in financial management.  Ideally a tertiary qualification, comparable work experience or equivalent in Management, Business and/or Public Sector Administration is preferred.

You will also have strong knowledge and experience in Local Government, government hierarchy and corporate management requirements, with experience in strategic planning and implementing legislation impacting on Council.  Accordingly, you will have an understanding of contemporary human resource management principles, and a highly developed delegation skills to ensure the achievement of outcomes and the development of employee skills

The successful applicant must have an in-depth understanding of Community Engagement Principles and will need a sound knowledge of public policy issues as they impact on Council, as well as experience in developing and implementing policy relevant to the business of Council. 

You will also need a highly developed knowledge of statutory, legal and contractual obligations, including a demonstrated capacity to administer the Local Government Act and associated legislation in the field of local government. Strong business acumen is essential in this role, including experience in overseeing the management of Local Government Assets and Infrastructure, and the ability to support the Council to make the most informed decisions on behalf of their constituents.

Applicants will need a solid understanding of the political, social and economic factors that affect Aboriginal communities, and the ability to work with people from diverse cultural backgrounds. The demonstrated ability to apply knowledge of sustainability and its application of the economic, social and environmental principles at an organisational level is essential in this role.

Katherine Town Council is seeking a patient, reliable and self-motivated person with outstanding interpersonal, written and verbal communication skills.  They will be comfortable dealing with the public and special interest groups and be able to build strong relationships at all levels amongst a wide range of government and corporate stakeholders. Excellent decision making skills and an analytical approach to problem solving in a must!

This is the perfect role for a CEO of a smaller Council or a Deputy CEO of a larger Council looking to make a career move. Within six months, Council is hoping that the successful candidate will have developed a detailed understanding of the Business Plan and will be engaged in the delivery of strategic outcomes and programmes and incremental improvements where appropriate.
