About the Organisation
The Kimberley Land Council Aboriginal Corporation (KLC) is an association of Aboriginal people in the Kimberley region. It is a peak regional community organisation.
As the Federal Government-recognised native title representative body for the Kimberley region, the KLC has statutory functions under the Native Title Act 1993. In accordance with these functions, it assists Aboriginal people to obtain recognition of, and fully enjoy, their native rights and interests. This includes negotiating Indigenous Land Use Agreements for future acts on native tilte lands.
About the Browse LNG Precinct Regional Benefits Agreement
The Browse LNG Precinct Regional Benefits Agreement is between the State Government, Woodside Energy Ltd (Woodside) and the Kimberley Land Council (KLC). It fulfils the commitment to provide benefits to Indigenous people of the Dampier Peninsula and broader Kimberley region that may be affected by the proposed gas hub development at James Prices Point.
The Regional Body is a new independent body established under the terms of the agreement that will have responsibility for the operation and management of the Regional Economic Development Fund, Regional Indigenous Housing Fund, Regional Education Fund, Cultural Preservation Fund, and the Kimberley Enhancement Scheme for the benefit of Regional Beneficiaries. The Chief Executive Officer in conjunction with the Regional Board will also be responsible for the establishment of the Regional Trust.

About the Kimberley Region
The Kimberley region is located in the northern part of Western Australia and covers about 421,000 square kilometres. The Kimberley is serviced by six regional town centres (Broome, Derby, Kununurra, Halls Creek, Fitzroy Crossing and Wyndham). The region supports a number of surrounding communities with the total population consisting of around 25,000 people.
Industries in the region have included pearling (a big industry in Broome for many years until the 1940s), mining (including the Argyle Diamond mine, which began operation in 1983 and is still producing about 1/3 of the world's diamonds), agriculture (centred on the Ord River Irrigation Area near Lake Argyle) and tourism. The geology of the area is varied and fascinating, as well as producing some spectacular scenery.
About the Opportunity
As a result of a major resources agreement in the Kimberley region, Kimberley Land Council (KLC) is now seeking a Chief Executive Officer to drive the establishment of an Independent regional body corporate to deliver benefits under the Browse LNG Precinct Regional Benefits Agreement.
Based at Broome, and reporting to the Regional Board, you will be identifying, developing and directing the implementation of the corporate and administrative structures, policies and plans that will underpin the proposed Regional Body.
You will have the chance to become part of a new organisation driving generational change and will be instrumental in shaping the future socio-economic landscape of north western regional Australia. You will be a key player in developing and maintainging the smooth and efficient operations of the corporation.
Some of your responsibilities will include (but are not limited to):
- Formulating strategy, policy and procedures in regard to the disbursement and utilisation of distributions from the RBA (controlled by a governing committee) for the beneficiaries of the funds;
- Establishing and sustaining relationships with funders, partners, external service providers, government and non-government agencies, and negotiating the long-term sustainability and independence of the organisation;
- Developing and managing strategic planning/direction and establishing policy and procedures in regard to implementation and ongoing management of funds and body;
- Providing regular reports to the Regional Board on the performance and outcomes of each component of funding and business model;
- Leading efforts to ensure the long-term financial sustainability of the businesses set up and ensuring that professional financial management is of the highest order;
- Meeting all compliance requirements in relation to the running of each sector of the businesses and ensuring that all mandatory regulatory reporting is done in a timely, professional and comprehensive way; and
- Appointing key staff.
To be successful in this role, you will need relevant tertiary qualifications in Business Management, including a BA or MBA or demonstrated experience in general management and operational management. You must demonstrate superior leadership skills, work well within a small team environment and have the ability to work independently with little or no supervision. Advanced organisational, decision-making, problem-solving skills and conflict-management abilities are essential.
The successful applicant will possess proven success in delivering significant organisational outcomes, with demonstrated experience in developing and organising policy and strategic plans and the ability to generate business vision.
Additionally, you'll require exceptional oral and written communication skills, with the ability to communicate effectively with potential business partners and community leaders. Although not essential, advanced networking skills and experience working within Indigenous organisational will be well regarded. A respect and understanding for Indigenous culture is essential to this role.
Kimberley Land Council requires the successful candidate to undertake an Australian Federal Police clearance prior to commencement of the role.
