Alice Springs is the headquarters of the new Central Desert Shire Council which became operational as from 1 July 2008. The town offers modern services and amenities of a high standard.

Central Desert Shire Council has a land area of approximately 282,093 square kms and has 9 Service Delivery centres located in the communities of Ti Tree, Laramba, Engawala, Harts Range, Yuelamu, Nyirripi, Lajamanu, Yuendumu and Willowra.

About the Atitjere and Engawala Communities

Atitjere is located 215 km from Alice Springs by road and it takes 2.5 hours to drive. It takes 10 minutes to drive to the closest airstrip in Atitjere and 30 minutes to fly to Alice Springs. The Plenty Highway is sealed and in good condition for the first 150 km from the Stuart Highway, while the remaining 65 km to the Community is a gravel formation with sealed flood ways.

To drive to the Engawala community from Alice Springs, travel 70 Kilometres north along the Stuart Highway; turn right along the Plenty Highway for 90 km and then turn left 20 km past Gemtree and continue for 28 km on unsealed road to the community. Engawala has a women's centre, childcare, school and remote health clinic as well as a Shire office.

About the Opportunity

Central Desert Shire Council has a fantastic opportunity for a Regional Services Manager to join their team, based in the Atitjere and Engawala Communities.

Operating under the direction of the Director Works, this pivotal position is Council's senior employee within the region and is responsible for both ensuring all core service obligations are met and managing the administration of Council's core strategic and day-to-day activities. The position is also responsible for maintaining positive and successful relationships with community members and their representatives and leading Council's efforts to enhance long-term positive outcomes for local Indigenous communities.

More specifically, some of your key duties will include (but not be limited to):

  • Overall responsibility for on-ground core service delivery;
  • Ensuring Works Managers and Shire Service Managers (SSM’s) maintain and adhere to a rolling 1-year Works Plan;
  • Assisting Works Managers and SSM’s with administrative aspects of regional works program;
  • Ensuring training needs analyses are carried out and supporting delivery of local training across the region;
  • Leading and managing core staff in Shire Delivery Centre including recruitment (with HR), induction, performance management/review, training, mentoring, WH&S compliance, retrenchment and dispute management;
  • Assisting in the completion of Directorate Annual Budgets and ensuring expenditure in areas supervised comply with set budgets;
  • Developing and maintaining effective consultative links with the relevant Aboriginal Land Trust, Central Land Council, government agencies, external agencies, professional bodies and other relevant stakeholders; and
  • Identifying opportunities for Community Development and representing the Shire Council in community meetings, civic, cultural and sports events and other relevant forums.

Central Desert Shire Council is looking for a driven, inventive and resourceful candidate with a strong awareness of issues affecting Aboriginal people in remote locations and the ability to provide effective leadership in a cross-cultural environment, combined with proven experience in managing a range of service delivery activities and programs. To succeed, you'll require relevant management or technical qualifications and/or extensive experience in a similar role, with comprehensive experience in the delivery of works associated with local government and knowledge of relevant statutory requirements.

You'll have proven abilities in the formulation and control of annual budgets, and will have demonstrated experience in leading, managing and developing staff from a range of backgrounds. You'll also have competent decision making and analytical problem solving skills, and will require a sound knowledge of EEO and OH&S principles and requirements.

Well developed oral and written communication and interpersonal skills are essential for this position, specifically in the areas of computer literacy, conflict resolution, negotiation and consulting effectively with Aboriginal people. In addition, the Regional Services Manager will also be expected to:

  • Work with Aboriginal people who speak Anmatjere, Arrernte, Alyawarra and/or Warlpiri as a first language
  • Drive a 4WD vehicle
  • Have a reasonable level of fitness
  • Hold a current drivers licence
  • Hold a current first aid certificate or have the ability to obtain this qualification.
