About the Organisation

Alice Springs is the headquarters of the new Central Desert Shire Council which became operational as from 1 July 2008. The town offers modern services and amenities of a high standard.

Central Desert Shire Council has a land area of approximately 282,093 square kms and has 9 Service Delivery centres located in the communities of Ti Tree, Laramba, Engawala, Harts Range, Yuelamu, Nyirripi, Lajamanu, Yuendumu and Willowra.

About the Nyirripi Community

The community is located approximately 440 km from Alice Springs by road, and takes 5 to 6 hours to drive there. There are two main routes. For the first route, travel from Alice Springs to Yuendumu via the Tanami Highway. The road is sealed for the first 190 km from the highway and the rest of the way is formed and largely gravelled with some sections not gravelled. From Yuendumu, Nyirripi is approximately 150 kilometres west-southwest. The turn off for the community is approximately 1 kilometre on the left from the Yuendumu turn off. The access road is 150 km of formed track, which is passable except in extreme wet conditions. This distance can generally be covered in about 2 hours. The second route also travels along the Tanami Highway until 23 kilometres past Tilmouth Wells roadhouse. Take the turn left on the Mt Wedge road, and continue west on to Nyirripi.

About the Opportunity

Central Desert Shire Council has a fantastic opportunity for a Shire Services Manager to join their team, based in the Nyirripi Community - 440km from Alice Springs.

Operating under the direction of the Regional Services Manager/Director Works, this pivotal position will be responsible for managing the day-to-day operations of the Shire Council in the community and surrounding area. In addition, you will also be required to provide effective leadership and direction to Shire Council employees and to represent the Shire Council in community meetings and other relevant forums.

More specifically, some of your key duties will include (but not be limited to):

  • Directing, overseeing and monitoring all Shire Council services, multi-level government agency programs and commercial enterprise agreements;
  • Supervising and mentoring staff in a cross-culture environment and developing the capacity of relevant Aboriginal people;
  • Managing all Shire Council assets on the community including plant equipment, buildings and vehicles;
  • Providing accurate and timely reports upon request from the Shire CEO and/or Director Works;
  • Supporting the local Councillors and Community Board members to attend meetings and discuss relevant Shire Council matters;
  • Developing and maintaining effective consultative links with relevant bodies, including the Aboriginal Land Trust, Central Land Council, government agencies and professional bodies; and
  • Effectively contributing as a member of a team in the management of the Shire Council and promoting a safe and harmonious work environment.

Central Desert Shire Council is looking for a driven, inventive and resourceful candidate with a strong awareness of issues affecting Aboriginal people in remote locations and the ability to provide effective leadership in a cross-cultural environment, combined with proven experience in managing a range of service delivery activities and programs. Although not essential, relevant tertiary qualifications, experience in records management and an understanding of business and financial planning principles and practices will be highly regarded. 

You'll have a strong knowledge and application of community development principles, and will have demonstrated experience in leading, managing and developing staff from a range of backgrounds. You'll also have competent decision making and analytical problem solving skills, and will require a sound knowledge of EEO and OH&S principles and requirements.

Well developed oral and written communication skills are essential for this position, specifically in the areas of computer literacy, conflict resolution, negotiation and consulting effectively with Aboriginal people. In addition, the Shire Service Manager will also be expected to:

  • Work with Aboriginal people who speak Anmatjere, Arrernte, Alyawarra and/or Warlpiri as a first language
  • Drive a 4WD vehicle
  • Have a reasonable level of fitness
  • Hold a current drivers licence
  • Hold a current first aid certificate or have the ability to obtain this qualification.
