About the Organisation

As part of the Australian Government’s reform of healthcare Goulburn Valley Medicare Local (GVML) aims to improve primary health care delivery, make it easier for patients to navigate the local health care system and ensure that primary health care services are better tailored to meet the needs of local communities. They achieve this through enhancing the coordination and integration of primary health care services for the local community by assessing local health care needs, addressing identified service gaps and facilitating patient access to the health services they require.

GVML comprises the Local Government Areas of Mitchell, Murrindindi, Strathbogie, Greater Shepparton and Moira and services the catchment area north of Melbourne, from the outskirts of suburban Melbourne to the Murray River.

About the Opportunity 

Goulburn Valley Medicare Local has an exciting full time opportunity for a Corporate Services Manager to join their team based in Shepparton, VIC.

Reporting directly to the CEO and leading the Corporate Services team of 5 people, you'll be responsible for the hands-on management and leadership of the overall Corporate Services functions of the organisation.

This will include Probity, Commissioning and Contract management; Human Resources; Quality and Risk; Assets, IT and Infrastructure Management; Financial Management; Information Management and Office Administration Support.

More specifically, some of your duties will include (but not be limited to):

  • Overseeing and managing all aspects of probity, commissioning and contract management, including assisting with tender submissions and representing GVML in new program negotiations;
  • Managing GVML's organisational capacity and HR, including maintaining personnel records and encouraging performance;
  • Providing advice, assistance and strategic direction with regards to the development and implementation of budgets, as well as monitoring actual expenditure and any variances;
  • Maintaining and managing all GVML assets in accordance with approved plans and schedules and in line with relevant standards;
  • Developing, implementing and managing knowledge management systems to ensure information exchange across all functions of the organisation;
  • Ensuring the Corporate Services functions work within policies, procedures and standards;
  • Developing, implementing and maintaining corporate services systems (training/standards/quality assurance) to ensure professional integrity; and
  • Overseeing administration and document control of an effective Quality Systems policy and procedural framework.

To be considered you'll need a tertiary qualification in Business Management, Human Resources or a related discipline, coupled with several years demonstrated experience in the management of corporate services / human resources within an organisation. As such, you'll have excellent decision-making skills, and will possess a proven understanding of corporate service systems, including ensuring compliance, reporting on funding contracts, developing and managing information systems, infrastructure management, quality and risk management and workplace health and safety, and have proficiency in the use of Microsoft applications and databases.

GVML is seeking applications for individuals with strong leadership skills, along with developed strategic and innovative approaches to complex problem solving and the ability to work autonomously. In this hands-on role, you must possess excellent time management, prioritisation and organisational skills and must be able to work efficiently and effectively on a number of projects while managing a team.

Exceptional communication skills, including sensitivity and diplomacy, the ability to engage with all levels within an organisation and the ability to negotiate and mediate in difficult situations will also be pivotal to your success. You'll have well developed interpersonal skills and be able to engage with, develop and maintain professional relationships with internal and external stakeholders, suppliers and others. Importantly, you'll have excellent written communication skills, enabling you to meet the reporting component of this role.

While not essential, candidates with previous experience in the not-for-profit sector and/or with relevant postgraduate qualifications will be highly regarded.

As this role will require occasional travel to adjacent Local Government Areas you must have a current driver's licence. The successful candidate must also be willing to undertake a national Police Check prior to commencement.
