About the Organisation

Julalikari Council Aboriginal Corporation (JCAC) is an Aboriginal community service organisation governed by Julalikari Council, an elected body representing the Aboriginal community of Tennant Creek, NT. JCAC’s constitution directs the operations of the organisation with a general strategy to alleviate poverty and improve the well-being of the Aboriginal community of Tennant Creek and the surrounding Barkly region.

JCAC is the largest employer in the Barkly region, offering RJCP services to 1,000 people in Tennant Creek, Barkly North and Barkly South.  JCAC employs about 110 permanent staff. This is one of the success stories of Aboriginal organisations across Australia.

About Tennant Creek, NT

Tennant Creek is a township of about 3,500 people, located 500 km north of Alice Springs and 1,000 kilometres south of Darwin. It’s a place shaped by Aboriginal culture, gold mining and pastoralism. The surrounding area is called the Barkly Tablelands, a region roughly the size of the United Kingdom, and characterised by wide grassy plains, endless blue sky and massive cattle stations.

The traditional owners of the area surrounding Tennant Creek are the Warumungu people and their culture is very much alive and well, with Aboriginals making up approximately 60% of the population, and over ten language groups represented in the town. Their stories are showcased in one of Australia's finest cultural centres, Nyinkka Nyunyu. Tennant Creek has developed from its rough, tough droving and gold mining days into a modern town with shops and a supermarket, accommodation, bars, clubs and restaurants, a major regional hospital, schools and banking facilities.

The recent expansion of the mining industry in the region has largely been on Aboriginal land, meaning that there are now exciting and challenging opportunities for training, employment and economic development. This includes opportunities for increased tourism in the recently established national parks in the region and the resurgence of cultural events such as the Desert Harmony Week each year.

About the Remote Jobs and Communities Program (RJCP)

The Remote Jobs and Communities Program (RJCP) is the Australian Government’s approach to providing employment services and participation activities and associated community engagement in remote Australia. The program aims to achieve personal, social and economic development through active participation, jobs and strong communities in remote Australia.

RJCP is based on community ownership and involvement; it encourages and promotes collaborative, community-driven approaches to conducting employment and participation activities.

About the Opportunity

Julalikari Council Aboriginal Corporation (JCAC) has an exciting opportunity for an RJCP Assistant Manager to join their supportive team at Tennant Creek.

Reporting to the RJCP Manager, you will be responsible for assisting in overseeing the implementation, administration and management of all RJCP program activities and requirements in the northern and southern Barkly regions including managing job seeker requirements, industry and business partnerships, financial and stakeholder management and staffing requirements for both regions. 

More specifically, your key responsibilities will include (but not be limited to):

  • Assisting in overseeing RJCP staff and administrative requirements in both Barkly regions;
  • Overseeing key stakeholder relationships with communities in the region;
  • Ensuring that all RJCP activities are implemented and managed in accordance with contractual requirements;
  • Managing the financial requirements and resources for the RJCP Program; 
  • Liaising with employers, training providers, businesses and relevant Governmental and Non-governmental agencies;
  • Developing and overseeing the implementation of Community Action Plans and Workforce Development Strategies for job seekers; and
  • Ensuring that RJCP performance indicators are met in accordance with the program's contractual requirements.

To be successful in this dynamic and rewarding position, you will have high level contract and/or project management experience coupled with the demonstrated capacity to develop strong stakeholder relationships, ensuring your ability to cultivate cooperative partnerships with government, business and JCAC stakeholders.

You'll also have knowledge and experience of case management and its practice with clients demonstrating complex needs and who may be culturally and linguistically diverse. Importantly, you'll be compassionate and empathetic with exceptional interpersonal communication skills allowing you to relate to job seekers in remote communities.  

Julalikari Council Aboriginal Corporation is looking for a strategic and innovative candidate with the demonstrated capacity to build organisational capabilities, train and develop staff and deliver results against contractual requirements.  In addition, you will have an understanding of the local labour market including the issues that affect job seekers in northern and southern Barkly regions of the Northern Territory.

While not essential, candidates with previous experience working with Aboriginal people in a remote area and/or those with a degree in Project Management, Community Development or a related discipline will be highly regarded.  

A current driver's licence, NT Police Criminal History Check and an Ochre Card is essential to be considered for this role.
