About the Organisation

The history of the Mildura Aboriginal Corporation, also known as the Mallee District Aboriginal Services (MDAS), is one of growth and innovation.

The organisation started small in the early 80's; two workers in a single room provided health services, including drug and alcohol counselling, while a Koori playgroup next door offered respite and social connection for parents of small children. MDAS (then known as Sunraysia District Aboriginal Corporation) was a pioneering community-controlled indigenous community service. The service grew rapidly in its first decade. Fuelled by their desire to see change in their community, its leaders identified community issues, designed solutions and applied for funding, working in partnership with other welfare providers and government agencies.

MDAS' expanding suite of programs included a family group home, a safe place for kids to escape trouble, and an increasingly comprehensive health service. New premises were sought, bought and even built. MDAS made an early foray into social enterprise with a building company that provided training and employment.

About the Opportunity

Mallee District Aboriginal Services (MDAS) has an excellent opportunity for a Manager - Primary Health Care to take responsibility for their Comprehensive Primary Health Care Service. The successful incumbent will be based at Swan Hill, but will be responsible for integrating services across the Swan Hill and Kerang locations, as well as overseeing programs provided at neighbouring locations of MDAS.

In this pivotal role, you will primarily be responsible for developing a responsive and efficient framework for operational service delivery that meets the requirements of the local Indigenous community. This will include coordinating and supervising multidisciplinary clinical staff and contractors; and developing, facilitating and managing continuity of care, health promotion and evaluating treatment outcomes.

Your responsibilities will include (but are not limited to):

  • Developing operating policies and procedures to ensure programs and activities are implemented effectively;
  • Liaising with the executive team to assist in the development of strategic and operational plans;
  • Reviewing and improving practice systems to ensure smooth and efficient functioning, high quality services and continuous improvement;
  • Assisting with and supporting any internal or external audit processes; and
  • Monitoring Health Service budget, including management of program funding and Medicare income.

Ideal candidates will have relevant qualifications in primary health care and/or management. An understanding of Aboriginal health issues, as well as knowledge of the current national and state government Aboriginal health policies, strategies and initiatives is essential to being considered, as will an understanding of Aboriginal Primary Health Care and its relevance to rural and remote communities.

You will be an organised, proactive professional with the demonstrated ability to work both independently and within a multidisciplinary team. In addition, you will also have excellent conflict-resolution and time management skills.

Working with people with diverse value systems and cultural differences, it is essential you demonstrate excellent communication and interpersonal skills. This will enable you to build effective relationships with internal and external stakeholders, and be a platform to your success.
