About the Organisation

The West Daly Regional Council commenced operation on July 1st, 2014, in response to an identified need to present a stronger voice and greater control over the delivery of services in the West Daly area. The new council entity covers the Wadeye-Peppimenarti-Palumpa areas and exists to serve and strengthen the community through the laws, policies and programs of Councils and the Northern Territory Government.

About the Region

Wadeye is located 420 km south-west of Northern Territory's capital, Darwin, and has the largest Aboriginal community with a population of 2,500, comprising over 20 clan groups speaking seven languages. Wadeye offers residents all the conveniences of a modern town, with a post office, grocery store, art gallery, schools, police station, healthcare and an airport with daily flights to Darwin (only 50 minutes).

About the Opportunity

West Daly Regional Council has an exciting opportunity for a Local Authority Coordinator to join their team based in Wadeye, NT.

Reporting directly to the CEO, you will be responsible for working with the Chairperson and members of the three Local Authorities in the development of the Local Authority Community planning processes, including the Regional Plan and budget for the communities of Peppimenarti, Palumpa and Wadeye.

Your day-to-day duties will include (but will not be limited to):

  • Preparing and undertaking various surveys to measure the West Daly Regional Council’s performance in relevant core service areas;
  • Providing feedback and advice on strategies to improve all current core services;
  • Researching developmental opportunities and projects that will assist the communities;
  • Providing training for Local Authority Members to understand Council’s financial reports and budgets;
  • Managing and assisting the Members to develop their Local Authority community plans;
  • Preparing the Local Authority annual reports and assess this against the LA plan; 
  • Assisting and providing training in community consultation both with locals, Members of the WDRC and Members of Parliament; and
  • Ensuring governance of Local Authorities and facilitation of community projects are aligned with Council planning frameworks and compliant with all legislative requirements and Ministerial guidelines.

To be successful in this position, you will have tertiary qualifications in training or a related discipline, with a minimum of a Certificate IV in Training & Assessment. You'll be able to demonstrate previous experience working in a similar role, and will have a solid understanding of Local Government planning and financial management. 

Your knowledge of survey administration and analysis, as well your proven community engagement skills, will allow you to effectively monitor community needs and provide advice to a wide range of internal and external stakeholders. Importantly, you will have excellent training and support skills, and will be able to provide ongoing training to Local Authority Members in understanding council matters.

Your well-honed interpersonal and communication skills will help you build strong and effective relationships, working collaboratively in all team environments. Your ability to exercise judgement and assess a wide range of options in order to make appropriate decisions will allow you to make recommendations to the CEO and other senior managers and community members, on both complex and day to day operational activities.

Importantly, you'll be able to demonstrate your thorough understanding and knowledge of relevant legislation, regulations and guidelines, and how the relate to the delivery of local government guidelines. Your analytical approach will allow you to review program delivery and internal guidelines and identify areas for improvement, while ensuring alignment with legislative and funding requirements. With a confident manner, you'll be able to actively address any breaches of legislative requirements, and will have the ability to develop and implement new guidelines and communication methods to ensure ongoing compliance. 

West Daly Regional Council are seeking applications from organised, motivated and driven professionals with excellent time management skills and the ability to balance competing priorities and workloads to meet deadlines. You'll have an understanding of a range of computer programs, and a sound knowledge of WHS principles.

This position requires regular travel within the West Daly region. You will need a current Northern Territory driver's licence prior to commencement in this role, as well as a current Police Check and working with children check (OCHRE Card).
