About the Opportunity

The Shire of Halls Creek has an exciting opportunity for an Executive Services Manager to join their senior management team in Halls Creek, WA. This is a maternity cover role with a fixed term of nine months

The Executive Services Manager is responsible for the provision of administrative and corporate support to the Chief Executive Office (CEO). In this dynamic and challenging role, you will effectively contribute to the efficient and productive operation of the local government, as well as offer expertise on matters of governance. In addition, you will also provide Human Resources (HR) administration, with support from the Executive Services Assistant. 

Primary responsibilities include:  

  • Oversee and manage the provision of administrative support to the Council and CEO; 
  • Ensure that the Council's registers are kept up-to-date and compliant with regulations; 
  • Provide expertise on issues of governance and help to facilitate strong working relationships and effective communications between the Shire, CEO, Council and Community; 
  • Organise civic receptions, regional meetings, Ministerial visits and matters of protocol; 
  • Assist with internal employee relations issues and complete all relevant HR administration, including appointments, exists and performance reviews; 
  • Ensure that all documents required by the Executive Services department are registered and managed in accordance with the Document Management Plan; and 
  • Comply with Occupational Safety and Health legislation and promote safe work practices. 

The ideal candidate will have a Degree in Politics, Law or Business in combination with two years' experience in governance within the public sector, ideally a WA local government. In addition, a Diploma in Local Government and previous experience working with Aboriginal communities or organisations will be held in high regard.  

To succeed in this role, you will have sound knowledge of local government practices and protocols, including demonstrated understanding of the WA Local Government Act 1995 and relevant Regulations.

As an exemplary communicator, both written and verbal, you will exercise diplomacy, tact and sound judgement. You will also have superior organisation and time-management skills and the ability to work to tight deadlines. Proficiency with computers, particularly email and Microsoft Word and Excel, is essential. 

Working in a supportive and collaborative team environment, you must have proven ability to establish and maintain strong working relationships and be flexible and adaptable to changing circumstances.
