About the Opportunity

The Shire of Halls Creek has an exciting opportunity for a Infrastructure & Assets Manager to join their team in Halls Creek, WA.

Reporting directly to the CEO, you will focus on four key goals: 

  • Ensuring that Council’s real estate and building assets are well-maintained and are managed in accordance with contemporary property management practices.
  • Managing and control the Shire's works construction and maintenance programs for the Chief Executive Officer in accordance with legislation and Council policy.
  • Assisting the Chief Executive Officer and Senior Management Team in the development and documentation of departmental procedures, project management, asset management plans, operational plans, works programs, funding submissions relating to works, and funding claims.
  • Providing advice to the Chief Executive Officer and Council on matters relating to the Council-owned assets and assist the Chief Executive Officer with the implementation of the works program.

In support of achieving these goals, your regular responsibilities will include:  

  • Documenting and implementing regular maintenance programs for all the Shire's infrastructure assets in accordance with sound asset management;
  • Providing high-quality, detailed information to the Council’s operational plan, annual budget and long-term financial plan;
  • Managing the Council’s fleet of vehicles, plant and equipment;
  • Assisting to ensure sound financial management in relation to works-related and Shires’ Assets portfolio matters;
  • Preparing and supplying detailed and informative reports as required to the Chief Executive Officer and Accounting Services staff along with Council on progress of works, condition of plant and assets portfolio matters;
  • Ensuring that building maintenance issues are remedied promptly;
  • Managing all property leases and tenancies in accordance with legislative requirements;
  • Preparing all asset-related draft tender documents in accordance with legislative requirements;
  • Ensuring (in cooperation with the Records Manager/Records Officer) that all documents relating to infrastructure assets are registered and managed in accordance with the Document Management Plan approved by the Chief Executive Officer; and
  • Ensuring that Council’s Occupational Safety and Health Policy and procedures are implemented within the Works Department in particular, and throughout the organisation in general.

To be considered for this senior role, you will need previous experience in a similar, high-level management role, preferably within the Local Government sector. Someone with a logistics, military, or engineering background will be a step ahead of the rest.

A detailed knowledge of corporate service services such as accounting, human resources, information and records management, infrastructure management and general administration is essential, as is knowledge of local government financial management regulations. Importantly, you will also have strong project management skills.  

You'll need high-level communication and interpersonal skills to enable you to work with a variety of stakeholders from diverse backgrounds, as well as a proven ability in appropriate and positive staff management and leadership. You'll be confident in establishing priorities to deliver outcomes, and will join us with excellent time-management and organisational skills.

A well-developed business acumen in relation to the corporate needs of the organisation are required, as is a detailed knowledge of financial principles. The successful candidate must also have contract management experience as well as an in-depth understanding of legislative environment.

Lastly, you would be an excellent fit for the role if you are a persuasive, proactive, computer literate individual who is able to direct a project as it progresses towards completion.
