About Primary Health Tasmania

Primary Health Tasmania is a non-government, not-for-profit organisation working to connect care and keep Tasmanians well and out of hospital.  They are one of 31 primary health networks (PHNs) established nationally on 1 July 2015 as part of the Australian Government’s Primary Health Networks program.

Primary Health Tasmania operates statewide with offices in Hobart, Launceston and Ulverstone and have strong relationships with a broad range of private, public and community sector organisations across primary, acute, aged and social care.  This puts them in good stead in their push for a coordinated, primary care-focused health system delivering the right care in the right place at the right time by the right people.

A significant characteristic of the approach for Primary Health Tasmania is the required transition to being a commissioning entity – commissioning for measurable health outcomes – rather than direct provision of services.  This new approach has resulted in a number of exciting employment opportunities for people with high level capabilities across a range of specialty areas.

About the Opportunity

Primary Health Tasmania now has an exciting opportunity for a Health Program Design Manager to join their Planning, Design and Evaluation team on a full-time basis.

Reporting to the General Manager – Planning, Design and Evaluation, the Health Program Design Manager plays an essential role in leading the design and re-design stages of commissioning and strengthening the Primary Health sector. This role includes the ability to provide leadership in key technical skills to ensure a high quality design capability guides the commissioning of contemporary health services and service improvement initiatives for Primary Health Tasmania.

Some of your key responsibilities will include: 

  • Leading the design of contemporary services and service improvement initiatives for Primary Health Tasmania that effectively contribute to improved health outcomes and improved service system integration;
  • Leading research and evidence based approaches in service and system modelling to achieve the quadruple aim of improved consumer experience, improved population health outcomes, improved service efficiency and improved provider experience;
  • Providing leadership and building the organisation’s capability in design, including in one or more of the specific technical skills required of the design function. These include quality and safety, health pathways, primary health workforce development, digital health, person centred approaches and health economics; and 
  • Working with the other functional leaders, health stream leads and the Executive in driving the strategic direction, collaborative action and outcomes for the organisation.

To be successful, you must have clinical, health-related or other relevant qualifications related to the specialist technical skills required of the design function and/or extensive experience working in a leadership role in a range of health settings. You will also need to have proven experience in applying change management approaches within the workplace.

Ideally you will also have a high level knowledge of the local and system level issues impacting on efficient and effective health service delivery and local and national health reform agendas, and/or the ability to apply skills and approaches for improved service design, performances and outcomes, however this is not mandatory to your success. 

As this is a leadership role with direct reports split geographically between Hobart and Ulverstone, you will also need to demonstrate strong leadership capability and have the ability to build organisation capability to ensure an adaptable and collaborative workforce. 

Primary Health Tasmania is looking for someone with the proven ability to engage and work effectively with consumers and stakeholders to identify issues and solutions, and to evaluate outcomes. As a confident communicator, you will impart your knowledge and skills in new specialist areas, to the highest possible quality at all times. 

Primary Health Tasmania is offering the successful candidate an attractive salary package between $90,000-$105,000 plus super, commensurate with skills and experience. In addition, salary packaging is available to increase your take home pay, and relocation assistance (payable at the end of your probation period), is also negotiable for the right person.

As this is a statewide role you will also have the opportunity to choose your base between Hobart, Launceston and Ulverstone.
