About the Organisation

The Barkly Regional Council was formed on 1st July 2008 and accepted responsibility for local government in the region formerly managed by various smaller Community Government Councils including the Tennant Creek Town Council. Since its formation the region continues to consolidate and determine its strategic goals and objectives. Services continue to be strengthened and the quality of delivery improved. Council has a strong commitment to a program of continuous improvement to ensure the best quality of service delivery possible within resources available, now and into the future. 

About the Region

The Barkly Local Government region is vast. It covers an area 323,514km2. It is 42% larger than the state of Victoria and the second largest local government area in the world. It has a resident population of 8,137 (ABS – NT at a Glance 2011). Victoria is considered the second most populous Australian state with a density of 2,431 persons per one hundred square kilometres compared to the Barkly Region with its 2 persons in the same area.

The region stretches from the Queensland border over 620 kilometres to west of the Stuart Highway and from north of Elliott 570 kilometres southwards on each side of the Stuart Highway to Barrow Creek. The largest town in the region is Tennant Creek located on the Stuart Highway approximately 1,000 kilometres south of Darwin and 500 kilometres north of Alice Springs.

Travel between communities is mostly by 4-WD. It is sometimes challenging depending on the weather and road conditions and requires a planned approach.

About the Opportunity

Barkly Regional Council offers a rewarding opportunity for a Chief Executive Officer to join its management team and lead the Council into the future. The CEO accommodation and Council head office are based in Tennant Creek, however, this position is required to oversee the service delivery not only to the town of Tennant Creek but also the 6 remote communities throughout the large geographical area.

The position must integrate, coordinate and supervise all staff and manage community expectations of the 6 remote communities plus the Tennant Creek Township. Relationship building and supervising service delivery over a large diverse area are essential skills.

This is not a FIFO position. The successful candidate will be expected to embrace living in the town of Tennant Creek and contributing to all the communities in the region. Establishing positive and professional relationships with all stakeholders and demonstrating a commitment to engaging and connecting with the townsfolk of Tennant Creek and people living in the remote communities is essential. Experience and innovative strategies to minimise professional isolation for staff and self will be part of the challenge. 

As the face of the organisation, this position will be responsible for the complete operational and financial management of Barkly Regional Council. It will provide exceptional leadership and will have a very hands-on approach, with the primary objective of achieving the strategic direction of the organisation as set by the Council.

The duties will include, but will not be limited to:

  • Creating vision and giving direction to the organisation;
  • Providing sound advisory and development strategies to support the development of Council, building capacity in local staff and communities;
  • Managing resources and risks to ensure that all human and physical resources are used to the best advantage of the organisation;
  • Establishing organisation structures, business plans and procedures that promote and achieve quality outcomes; and
  • Creating and maintaining sustainable and strategic working relationships with all stakeholders.

To be successful in this role, the person will require a relevant qualification in Management, Business and/or Public Sector Administration or comparable work experience, supported by extensive experience in financial management. The successful candidate will have a proven history as a manager at a similar level, with the ability to understand the implementation of legislation that impacts on the Council and to stand firm on community and council issues.

A sound level of understanding of Aboriginal Law and Culture is essential plus the ability to successfully work with Indigenous people while demonstrating commitment to building Communities and Outstations. Exceptional interpersonal and communication skills will be required to continually work closely alongside communities and special interest groups to achieve mutual outcomes. The council requires a proven leader with the ability to delegate as required to ensure the achievement of outcomes, accountability of staff and the development of employees' abilities. Highly developed decision-making skills and an analytical approach to problem-solving will be essential.
