Located on the shores of Kings Bay and Queens Bay, on the western side of Victoria Island, The Hamlet of Ulukhaktok is the most easterly Inuvialuit community. With a population of approximately 450 people, the municipal corporation provides the community with recreational programs, water/waste services, by-law enforcement, as well as road and airport maintenance services. 

Like other traditional communities, hunting, trapping, and fishing remain the major sources of income. We are also home to the world’s most northern golf course and host the "Billy Joss Open Celebrity Golf Tournament" every summer.

We have a fantastic opportunity for a Senior Administrative Officer to join our team in the Northwest Territories.

Reporting to the Mayor and Town Council, you will be responsible for the management, administration, and delivery of all municipal programs and services (in the areas of finance and administration, municipal services, recreation programs and facilities, protective services and community lands administration) in order to ensure that they are accomplished in an effective and efficient manner and within all legislative, policy and procedural guidelines.

More specifically, you will oversee all operations of the municipality and ensure that all operations are conducted in a respectful and responsible way, ensuring that all decisions and actions comply with the relevant legislation, policies, and procedures.  You will also be responsible for all financial transactions, programs, and services created and implemented by the municipality.

Key responsibilities include (but are not limited to): 

  • Preparing municipal budgets and estimating revenues and expenses
  • Conducting financial analysis and cash flow forecasting, and also establishing internal financial controls
  • Developing strategic and operational plans for each program area
  • Developing or monitoring proposals for program funding
  • Facilitating the development of community lands
  • Developing and implementing a human resources plan and personnel management policies and procedures
  • Providing reports to government agencies, departments, and other organizations
  • Awarding and overseeing contracts
  • Researching potential funding, program, and projects, as required and overseeing the land management program
  • Assisting in coordination and implementation of the community development plan
  • Facilitating public meetings
  • Working with Council to develop and implement a strategic plan
  • Providing advice and support to the Mayor and Council and ensuring that they have accurate and timely information in order to make effective decisions
  • Administering Town Council elections and attending Council meetings
  • Prepare agendas, information, and resources for Council Meetings
  • Representing the municipality and Council at local, regional, territorial, national meetings

The Ideal Candidate

To succeed in this role, you'll have a degree in Public Administration or a related field and a minimum of 3 years of community experience or a minimum of 5 years of municipal management experience

You will also have previous related experience with financial management, contract management, human resources management, and municipal government program administration. 

You will also demonstrate:

  • An understanding of relevant municipal legislation, policies, and procedures
  • An understanding of the northern cultural and political environment
  • An understanding of the roles and responsibilities of Town Councils
  • An understanding of land claims and self-government
  • Team leadership and management skills
  • Financial management skills
  • Strong computer skills including the ability to operate spreadsheets and word processing programs at a highly proficient level
  • Effective written communications skills including the ability to prepare reports, policies, and bylaws
  • Effective public relations and public speaking skills
  • Research and program development skills

Above all, you must be an analytical professional with strong problem solving, decision making, strategic planning, and negotiation skills. Your strong communication skills and ability to be flexible and maintain standards of conduct will be the key to your success in this role. Furthermore, you must possess cultural and political awareness and sensitivity.
