About the Opportunity

We have an exciting opportunity for a Finance Officer with knowledge of all aspects of accounting to join our team in Victoria, British Columbia.

Reporting to the Administrator, and as a key part of the management team, you will provide stewardship, oversight, and management of Pauquachin First Nation’s financial operations while ensuring the fulfillment of contractual deliverables, including reporting requirements and monitoring contract compliance for funding agreements.

More specifically, you will manage all financial operations of the Nation and provide accurate information to the Administrator and Chief and Council, stakeholders, and funders. You will also manage the Finance Department including supervising and monitoring operating and capital budgets.

Responsibilities will include, but are not limited to:

  • Overseeing accounting operations, including the review of bank reconciliations, journal entries, payroll, accounts payable, accounts receivable and statutory reporting
  • Overseeing and monitoring internal controls to ensure that accounting activities are in accordance with established legal regulatory and organizational policies and procedures
  • Overseeing all budgeting, financial reporting, and cash flow monitoring
  • Assisting with strategic and business planning, including managing the budget process, preparing the annual budgets, and ensuring all statutory reporting and remittances occur on an accurate and timely basis
  • Liaising with Chief and Council for quarterly Finance Committees meetings and with Trusts investment committee meetings
  • Contributing to the preparation of complex funding proposal budgets and grant application budgets to all levels of government, external agencies, and community partners
  • Ensuring that all month-end financial accounting duties and all resulting financial reporting are completed timely and accurately
  • Coordinating the preparation of financial information for the annual audit, including year-end account analysis, preparation of adjusting entries, preparation of detailed working papers, and preparation of the year-end financial statements
  • Troubleshooting and managing financial and operational risk to the Nation ensuring the stability of systems and process within the finance department
  • Supervising and supporting Finance Department staff and assisting in the recruitment, training and performance evaluation of Finance personnel
  • Reviewing and authorizing disbursements for the purpose of journal entry codes and eligible costs against funding and vendor agreements
  • Monitoring budgets of all programs and providing the Program Managers with regular reports

The Ideal Candidate 

For this role, we are seeking an accomplished finance professional or well-experienced accountant with a Bachelor's Degree in Accounting and a minimum of five years of Senior Accounting experience, including experience with fund accounting. 

Previous experience working in a First Nations, government, or municipal environment is a definite asset. 

In addition to the above requirements, our ideal candidate will also possess the following: 

  • Knowledge of accepted accounting rules, practices, tax laws, and reporting requirements
  • The ability to develop consultative relationships with the Band Administrator and other Program Managers
  • The ability to write concise reports to various audiences
  • Proficiency with MS Word, Excel and email and the ability to adapt to and learn new software

Most importantly, you must have exceptional interpersonal skills and the ability to communicate across all levels of the organization. You will also have demonstrated analytical and problem-solving skills coupled with strong organizational skills and attention to detail. 

This is a pivotal leadership role in which you will also need to consistently demonstrate tact, discretion, and sound judgment.
