About the Organisation and life on Palm Island

Palm Island, also known as Great Palm Island, or by the Aboriginal name Bwgcolman, is a tropical island approximately 65 kilometres off the coast of Townsville, QLD. Located within the Great Barrier Reef Marine Park, Palm Island is home to about 5,000 people and is the main island of the Greater Palm group, consisting of small bays, sandy beaches and steep forested mountains. 

The Palm Island Aboriginal Shire Council (PIAC) is the governing body on Palm Island and is also the primary employer for residents on the Island. Dedicated to promoting and encouraging a safe and health community, Council provides services to house the community and boost their future economic viability, whilst respecting and preserving the Aboriginal culture and traditions of the Great Palm Islands. 

About the Opportunity

PIAC now has a hands-on leadership opportunity for a HR Manager to join their team on Palm Island. 

Reporting to the Director - Finance, the HR Manager is responsible for all human resources functions within Council, including recruitment and retention; training; WHS and the development and implementation of HR policies and procedures.

This is a career defining opportunity for an ambitious, driven and passionate HR professional to tackle a challenging and rewarding role in one of Australia's remote Local Government regions.

The position involves a significant degree of autonomy and will see you exercising control over the Human Resource function including planning, direction, control and evaluation of operations including analysis and interpretation of work outcomes. The decisions and actions taken by the person in this role will have a significant effect on programmes, projects and/or work areas within Council being managed by Council staff and as such, this role would be well--suited to someone who wants to see the impact the work they are doing is making on a daily basis. 

What you need to succeed

To be considered for this position you will hold tertiary qualifications in HR, business, or similar and have previous experience working in a generalist HR position, with a focus on people management, mediation and conciliation. You will also have significant experience in change management and leading and driving organisational and cultural change in the workplace.

Local Government experience, while ideal, is not mandatory, providing you have the ability to research and get yourself up to speed on the relevant legislation in order for you to succeed in the role. 

Critical to your success in this role will be the willingness and ability to live and work in a highly remote location. You will be highly resilient, have well-honed dispute resolution skills and be comfortable living and working with people from all different cultural backgrounds, including Indigenous Australians. You will be unbiased, honest and respectful in all of your dealings with employees and relevant stakeholders.
