About the Opportunity

Burke Shire Council has a unique opportunity for a full time Executive Manager Corporate and Community Services (EMCCS) to join a professional, multi-disciplinary team based in Burketown.

Working directly with the CEO, Mayor, Councillors and the Executive Management Team (EMT), you'll be responsible for managing a range of high quality and effective community and corporate services across the Shire.

More specifically your day-to-day responsibilities will include:

  • Planning, managing, delivering and monitoring of all aspects of services in the fields of Planning, Development and Environmental Health, ICT, Records Management, Customer Service, HR, WHS, Risk Management, Community Services and Tourism;
  • Providing timely, complete and accurate high-level strategic advice to the CEO, EMT and Council;
  • Developing and maintaining positive relationships with key stakeholders including staff, Councillors, members of parliament, government agencies, service delivery providers, professional and peak industry bodies, community groups and other relevant bodies;
  • Maintaining an internal control and risk management framework in such a way that risk to the organisation is avoided or minimised; and
  • Developing and reviewing policies, procedures, strategies and other key documents.

About You

Council is looking for a natural and customer-focused leader to step into this senior management role and make it their own. Your precise level of experience or qualifications are less important than your ability to think outside the square and achieve outstanding results in a remote location. Council welcomes and encourages innovative, creative thinking and approaches to tasks and challenges.

Council expects the EMCCS, as with all its staff, to “ride for the brand” both inside and outside the Council office.  Once a decision is reached or solution is approved in response to a task or challenge it is imperative that consistent, clear messaging would be provided to all stakeholders about that decision and that messaging would be provided in such a manner to indicate unity between Council and the EMT in reaching that decision.

 It would be beneficial to have completed a degree in a field associated with your service portfolio however is not essential. Additionally, extensive experience in a senior management role, in a complex government or corporate environment, will be highly advantageous. You'll ideally bring expertise in a broad range of contemporary managerial skills, from people management and human resources to information systems, financial management and business case development. You will be working with members of your team to develop budgets relevant to your portfolio so financial acumen will be expected.

All applicants will need to be excellent communicators with the ability to create reports, correspondence, project proposals, and funding submissions, as well as liaise and network with a wide range of stakeholders, both within and external to Council. You'll have an existing understanding of corporate business environments, local government processes and quality management frameworks, and a structured approach to the work environment. Additionally, you'll be a team player with the ability to multitask and coordinate a range of projects simultaneously, in order to meet all deadlines, targets and goals.

Most importantly, you'll be committed to working as part of a hands-on team to deliver highly customer-friendly services in a remote and potentially-challenging environment.

About Burke Shire 

Burke Shire sits in remote Far North Queensland, 400km north of Mount Isa, leaning against the Northern Territory border on the Gulf of Carpentaria.

This remote and unique Shire, with a permanent population of 350 people has two main townships, Burketown and Gregory. Burke Shire is an area of strong natural and cultural heritage. The Shire is home to Boodjamulla National Park and the World Heritage Site Riversleigh fossil fields as well as to some of Australia's most spectacular natural resources including world class Barramundi fishing, an abundance of bird life and (well fed) crocodiles. From Winter to Spring, a rare meteorological phenomenon known as Morning Glory can be observed in the skies above Burke Shire, as long, tubular clouds stretch up to 1000km in length.

Locals enjoy a relaxed lifestyle, without pollution, crowds, traffic congestion or overcrowding.
