City of Powell River Chief Administrative Officer

The City of Powell River is looking for a dynamic leader to step into the role of Chief Administrative Officer.

Your background includes related academic credentials and several years in a senior role within municipal administration or other senior non-Municipal managerial position. You fully understand the challenges facing progressive communities and have a track record of demonstrating your capabilities as a senior staff member.  You are a strategic thinker with great human resource and labour relations skills and a communicator with sound political judgement.  You are recognized as a catalyst for positive change within the workplace.

 

The ideal candidate will possess a demonstrated track record of success in a senior level position within a progressive municipality or other organization. The individual will have a reputation for building and leading strong teams and empowering staff in their delivery of a complex portfolio of services. They are talented and effective in long-range strategic planning and are committed to ensuring the City has an engaged and motivated workforce that continually evaluates opportunities to drive efficiency and improvement.

 

JOB DESCRIPTION

 

POSITION TITLE:                            Chief Administrative Officer

DEPARTMENT:                                 Administration

POSITION SUMMARY:                     Directs the overall planning, coordination and control of all city operations in accordance with the objectives, policies and plans approved by Council. Acts as the primary policy advisor to Council. Carries out all the legislated requirements of the Local Government Act and Community Charter.

KEY RESPONSIBILITY AREAS:

 

  1. Provides advice, assistance and support to Council in addressing the present and future needs of the City.
  2. Coordinates the development and annual review of a long-term strategic plan for the City.
  3. Oversees and co-ordinates the development of individual department goals, policies, bylaws, plans and programs and in so doing, ensures compliance with the overall organizational goals established in conjunction with the Mayor and Council.
  4. Ensures that all bylaws, policies and decisions of Council are carried out. Delegates as appropriate. 
  5. Attends all regular and special meetings of Council and other meetings as requested by Council. Ensures that all business items are fully researched, including options, and provides a recommendation on each to Council.
  6. Collaborates with Council and Department Heads in developing/revising annual and operating budgets, five year capital plans, and the long term financial plan. Advises Council as to the City’s fiscal position in relation to comparable centers.
  7. Ensures that Council is kept aware of any changes to the budget. Reviews with Council the potential fiscal impact of any requested policy or program changes.
  8. Ensures the effective flow of information, up, down and across the organization in order to keep personnel informed as to new developments and policy changes, and to maintain management awareness of employee related issues and complaints.
  9. Updates Council regularly on all major ongoing issues. Maintains an awareness of regional activities.
  10. Provides or ensures a prompt and proper response to all inquiries or complaints by the public. Establishes, promotes and maintains contact and liaison with Municipal, senior government and business officials. Provides technical advice and guidance to the Mayor and Council in dealing with senior levels of government.
  11. Meets with local union representatives as necessary; addresses and resolves difficult labour issues; and supports the City’s bargaining team in labour contract negotiations and Step 3 grievances or arbitrations. Reports to Council on resolves of any Step 3 grievance and arbitration outcomes as well as any suspensions or terminations of employees. Understands and is familiar with any collective agreements the City has with unions representing employees.
  12. Appoints or causes to be appointed persons to positions considered necessary for the good government of the City. Co-ordinates departmental activities; advises Council of any necessary changes in duties or authority of employees.
  13. Assesses Exempt Staff development needs and approves attendance at training seminars, conferences, etc.
  14. Fulfills all obligations of the Community Charter and Local Government Act.
  15. Exercises such other powers and carries out additional related tasks and functions as may be assigned by Mayor and Council.
