About the Opportunities

Marlborough District Council (MDC) is now seeking a full-time Senior Resource Management Officer to join their team in Blenheim, with capacity for a less experienced Resource Management Officer to join the team.

Reporting to the Resource Consents Manager, this role will see you primarily responsible for processing a wide range of resource consents across multiple areas, to ensure development and activities within Marlborough are provided for in an environmentally sustainable manner. This includes:

  • Reporting on, monitoring, and coordinating development applications to ensure resource consent conditions are met;
  • Writing planning reports, providing evidence, and acting as an expert witness for Resource Consent hearings and the Environment Court;
  • Acting on behalf of Council to ensure that development adheres with statutory provisions and avoids, remedies or mitigates any adverse impact on the environment;
  • Responding to enquiries and correspondence from the public and relevant interest groups, and ensuring that they are provided with ongoing education regarding topical environmental issues and legislation;
  • Undertaking site visits to determine potential effects and observe the surrounding landscape in determining consent applications;
  • Actively engaging and collaborating with other departments and external stakeholders to develop and maintain strong inter-group and inter-departmental relationships; and
  • In the senior position, providing subject area expertise in processing services and stakeholder guidance.

About You

MDC is seeking candidates with a degree in Resource Management or relevant tertiary qualifications in Environmental Management. Ideally you will also be an existing member of the New Zealand Planning Institute, or otherwise be eligible and willing to obtain NZPI membership.

For the senior position, you will need significant experience in processing both regional and district consents under the Resource Management Act 1991, and be able to demonstrate an expert knowledge and full proficiency in the application of local and national planning documents. You will also need to have experience in processing both limited and full notified applications through the submission, hearing, and decision phases, and experience in appearing and presenting at the Environment Court.

Exceptional communication and interpersonal skills will be pivotal to your success in either position. This includes high-level customer service skills, and the ability to engage with both internal and external stakeholders from all walks of life. You will have the conflict resolution skills necessary to navigate occasionally difficult situations or discussions, and be an engaging communicator that can respect differing opinions and ensure others feel heard and understood in conversation.

Although you will often be working autonomously, you will have the full multi-disciplinary support of Marlborough District Council, and will need to be open to asking for expertise and advice from others, both internal and external, if required. Similarly, you will be willing and able to share your knowledge and experience with your team and other departments as needed.

Due to the nature of these positions you will need to be both willing and physically able to conduct site visits in often difficult terrain or environments. You will need a current valid Drivers License, preferably with manual driving capability, and will be provided with 4 wheel drive training to facilitate these visits.
