Hawkes Bay Regional Council is looking for a Manager - Regional Projects to complement our growing team!

This is a recently formed position and an exciting opportunity for a full-time Manager - Regional Projects seeking to work in a dynamic and multidisciplinary team in Hawke’s Bay, New Zealand. This is a permanent role to lead the project delivery team, implement project management processes and contribute to a significant systems upgrade

Reporting to the Group Manager - Asset Management you will oversee 5 direct reports. Ultimately, your primary responsibility will be to provide day-to-day management of the Regional Projects function at Council. You will ensure there is strong leadership of the team including setting the strategic direction in accordance with Council policy and goals, legislative frameworks, and the needs of the community.

Furthermore, you will:

  • Oversee the capital program, develop short and long-term goals to assess value and scalability;
  • Manage the capital works program expanding and improving stopbanks, flood control, drainage schemes, pump stations and invest in the regional park network;
  • Develop tenders, design, and manage contracts, including reporting to central
    government on Crown-funded Covid recovery programs and;
  • Collaborate with Māori businesses to upskill and provide opportunities through social procurement objectives.

As a key asset to the team you’ll optimistically mentor, support, and provide development opportunities to achieve optimum project delivery.

Prerequisites

If you possess these traits: 

  • Active and optimistic leadership in a way that fosters harmony;
  • Proactive planning, resourcing, and problem-solving, and;
  • Set an example of drive, innovation, and flexibility with change

Paired with these technical skills:

  • Relevant tertiary qualification/s in engineering;
  • Around 10 years practical experience in infrastructure project delivery in either local government, utility, or engineering consultancy;
  • Demonstrable leadership, procurement, local government, and project management experience;
  • Strong comprehension of technical and practical application in contract documentation and management;
  • Familiarity with New Zealand specifications and procedures associated with Regional Council infrastructure, and;
  • An unrestricted driver’s licence
