The UMW Niugini Limited PNG Head Office is in Port Moresby, with other branches in Lae, Hidden Valley and Kokopo.
About the Opportunity
Due to continued growth and restructuring, UMW Niugini Limited has an exciting opportunity for an experienced Human Capital and Training Manager to join their Senior Management team, working in Port Moresby, PNG.
Reporting to the General Manager, the main aim of this pivotal senior role is to use your management skills to ensure the delivery of optimum-quality human resources, recruitment, IR, compensation & benefits, training and development services to over 450 PNG National and Expatriate employees at both a strategic and operational level.
Your main responsibilities will be to:
Oversee, and ensure premium service delivery from the Human Resource Manager and the National Training Manager in relation to:
- Liaison with General Manager, Senior and other Managers on both strategic and operational aspects of Human Capital
- Recruitment: Effectively managing the advertisement, selection and employment of suitably qualified expatriate and PNG National staff, on a variety of contracts (FIFO, Residential, contractors, etc.)
- Administering the Performance Management program to appraise the past and current performance and future potential of all employees in an equitable manner, and link this to KPI’s and development plans
- Developing, updating and administering policies and procedures for all Human Resource-related operations within the business
- Providing expert remuneration advice, including job analysis, grading, surveys and other benchmark data
- Prepare, gain approval of and manage the annual HR and Training Departmental Budgets
- Managing the creation of payroll records for all new employees, and overseeing the payroll running, including reconciliations
- Determining and implementing the structure, resourcing and skilling of the Human Capital Division and the employing of suitably qualified people
- Reporting on human capital issues to the Management and Board of the company
- Development of a National Training Program which supports UMW's Annual and Five Year Business Plans
- Development and delivery of training courses (technical, leadership/management/supervisory skills, safety and ICT-related) which address the skill and knowledge requirements of each employee
- Training Needs Analysis, budget and resourcing, administration, through maintaining each employees' training records
- Administering the selection, appointment and training of all apprentices employed by the business
- Developing and growing the training function capability in line with best practice and business need
- Determining the structure and resources of the Training Department and the employment of suitably qualified people
For this role, UMW is seeking a highly experienced HR practitioner (who holds a minimum of a BA in a related discipline). You'll have good leadership skills and will have the enthusiasm and knowledge needed to drive change in UMW's human capital function rather than "maintaining the status quo". It is critical that you have a demonstrated history of producing results and supporting all areas of an organisation, over at least ten years.
Preference will be given to candidates who have experience overseas, particularly in developing countries, and also from the Mining/resources industry as will experience with the HAY Job Evaluation and PRONTO payroll/ERP system.
You should have an outstanding generalist knowledge and experience of human resource management at both a strategic and operational level, including IR, comp and bens, recruitment and training. You'll be a flexible individual who is able to work well in high pressure situations and undertake crisis management in a calm and effective manner.
Importantly, the successful candidate will be a highly motivated team player, with strong leadership, interpersonal and communication skills, and the ability to work autonomously.
