Conditions of employment will be in accordance with the Local Government (State) Award.  The salary range for this position is currently within the range of $1,595.06 to $1,834.31 per week, plus superannuation, in accordance with Council’s salary system.  A motor vehicle pursuant to Council’s motor vehicle leaseback arrangements is also available

POSITION DESCRIPTION

Position Title: Chief Financial Officer

Main purpose of the role: To ensure the effective and efficient control and discharge of the accounting functions and to ensure the provisions of all relevant Acts, Regulations, Standards and Council Policies are strictly observed and  manage financial planning and external financial reporting of Council’s operations and the development and implementation of its Revenue Policy.

Hours of work: 8.30am to 5.00pm based on a 9 day working fortnight.

Salary Grade: Grade 24

KEY RESPONSIBILITIES AND DUTIES

* Lead the development and review of the financial components of Council’s Integrated Planning and Reporting Framework, preparing Council's Long Term Financial Plan (incorporating Asset Management Plans), annual rates and charges review, and other strategic financial reports and policies in support of Council’s financial sustainability for Council to enable effective decision making and facilitate strategic business and financial planning.
* Oversee the annual budgeting process including the preparation of budget estimates, tracking financial performance including reporting and analysis of quarterly budget reviews, and identifying, reporting and advising on variances and trends in order for Council to achieve its operational priorities and statutory obligations.
* Preparation of Council’s revenue policy ensuring that Council’s Fees & Charges schedule and rating structure is prepared in an accurate and timely manner in accordance with the provisions of the Local Government Act.
* Lead and/or participate in business improvement initiatives and service reviews, including at a regional level, in order to drive requisite change and deliver strategic and operational outcomes in line with the future direction of the organisation and local government industry reform agenda.
* Manage the preparation of all aspects of Council’s end of year financial statements and associated statutory returns, including working with external and internal auditors to produce audited reports, in compliance with accounting standards, regulatory and statutory requirements.
* Oversee the financial accounting, customer service and revenue functions to ensure service standards are met and the operations comply with accounting standards, regulatory and statutory requirements.
* Oversee the investment of Council’s funds in accordance with Council’s Investment Policy and industry guidelines to optimise return on investment in a fiscally responsible manner.
* Perform the role of Council’s designated Responsible Accounting Officer in compliance with relevant regulations and statutory responsibilities and ensuring Council financial records are kept in accordance with the Local Government Act and other regulations.
* Oversight and balance of the general ledger and all subsidiary ledgers.
* Manage Council’s grant funded programs financial requirements.
* Oversee Council’s obligations and preparation of the statutory returns for Fringe Benefits Tax and Goods and Services Tax.
* Provide timely direction as well as accurate and complete advice in relation to Council’s financial position, cost drivers/trends, risks and potential cost efficiencies and/or new revenue sources to facilitate informed and timely decision-making and drive financial sustainability.
* Coach, mentor and provide encouragement to finance and non-finance staff within the organisation in an effort to improve the overall level of financial capability and performance across the organisation and the use of financial systems.
* Respond proactively to customer service requests and portray a positive image to all internal and external customers ensuring that they are treated in a polite and professional manner.
* Oversee the performance of the team and complete performance reviews and training/development plans to ensure timely feedback, appropriate recognition of contribution and that staff have the required skills and motivation to do the job.
* Participate in WBC Strategic Alliance projects as delegated by the Director Corporate Services.
* Undertake other duties and projects, relative to the skill requirements of the position as required, from time to time.
* Implement Council’s relevant Workplace Health & Safety policies and procedures.

SELECTION CRITERIA

* Degree in Accounting, Business or Finance.
* Possess or be prepared to obtain CPA or ACA accreditation.
* Suitable experience to undertake and fulfil Council’s statutory financial reporting obligations.
* Strong working knowledge of the requirements / implications of Local Government Act, Australian Accounting Standards, Local Government Code of Accounting Practice and Financial Reporting, Integrated Planning and Reporting, taxation legislation and other relevant legislation.
* Demonstrated ability to analyse and interpret financial data and prepare long term financial plans, reports, projections and associated trending/forecasting models.
* A good understanding of computerised analysis techniques using financial management systems, PC spreadsheets (Excel), databases and word processing. (Experience with Synergysoft Local Government application software and Powerbudget would be an advantage).
* Good written and oral communication skills including the ability to communicate effectively with a wide and diverse group of people (interpersonal skills)
* A demonstrated ability to meet deadlines.
* Proven ability to work in, supervise and manage a team.
* Demonstrated knowledge of work health and safety responsibilities and a commitment to assist in the provision of a safe work place.
* Class C Drivers’ licence.
