Your Opportunity:

Tenterfield Shire Council is looking for a full-time Manager Assets & Program Planning based in Tenterfield, NSW.

Reporting to the Director of Infrastructure, this role is responsible for leading and managing Council’s infrastructure and asset planning to improve service delivery, extend asset lifespan, and minimise risks associated with asset failure.

More specifically, your responsibilities include but are not limited to:

  • Developing and implementing asset and fleet management policies, strategies, and guidelines
  • Managing Council’s infrastructure assets, including roads, bridges, stormwater drainage, fleet, and buildings
  • Overseeing the development of operational, capital, and maintenance works programs and budgets
  • Identifying, applying for, and managing grant funding opportunities for asset projects
  • Establishing and undertaking asset inspections and condition assessments
  • Developing project management frameworks for infrastructure projects, including planning, approvals, and land acquisitions
  • Reviewing and updating Council’s Risk Register and intervention programs
  • Managing rural addressing, road access applications, and community event road closures
  • Ensuring effective operation of the Fleet and Assets Section, monitoring performance, and optimising resource allocation
  • Leading, mentoring, and developing a high-performing team to foster collaboration and continuous improvement
  • Promoting and enforcing workplace health and safety policies and maintaining a respectful and inclusive work environment
  • Acting as the Director of Infrastructure in their absence as required

You’ll be great in this role because:

To qualify, you will need tertiary qualifications in Civil Engineering or equivalent and a minimum of 5 years’ experience in asset management, engineering, budgeting, and project planning and management. Strong project management skills and experience in the design and delivery of full project life cycles in roads, bridges, and other asset classes will also be essential.

Additionally, the following skills and background will be highly valued:

  • Demonstrated ability to lead a team of employees and consultants to deliver value-adding asset management and engineering outcomes
  • Excellent written and verbal communication skills, including effective report writing and the ability to simplify technical issues
  • Advanced proficiency in Microsoft Office applications, as well as MapInfo, Intramaps, or similar mapping systems
  • Thorough knowledge and understanding of Equal Employment Opportunity (EEO) and Work Health & Safety (WHS) principles and their application in the workplace
