About the Office of the Queensland Government Chief Information Office

The Office of the Queensland Government Chief Information Office operates as a largely self-contained division of the Department of Premier and Cabinet. This office is responsible for whole-of-Government ICT direction including National Broadband Network master planning, effective working relationships with the ICT industry, and building ICT capacity development across the public sector.

About the Telecommunications, Broadband and Digital Economy Coordination Office

The Telecommunications Broadband and Digital Economy Coordination Office (TBEDCO), is a section of the QGCIO that is focussed on the state’s telecommunications strategic direction, broadband roll out and coordination of digital economy activities. In particular, this area is working with the Federal Government on the National Broadband Network (NBN) and the NBN Co for the roll out of the high-speed broadband network in Queensland as well as the delivery of a Government Wireless Network (GWN).

This office liaises with key service delivery agencies, local governments, government owned corporations and industry to improve telecommunications services across Queensland.

About the Opportunity

The Office of the Queensland Government Chief Information Office has a fantastic opportunity for a full-time Project Manager to join their dynamic team based in Brisbane's CBD. 

In this vital role, you will be responsible for the development of materials to meet the compliance needs of the Project Assurance Framework (PAF) and the Preliminary Evaluation Stage (PE) for the Government Wireless Network Program (GWN). This will involve coordinating the work effort of multiple government departments and agencies towards the completion of the Preliminary Evaluation stage.

More specifically, some of your key duties will include:

  • Working with the key agencies of Queensland Police Service and Department of Community safety representative;
  • Developing the GWN Preliminary Business Case;
  • Establishing project documentation;
  • Developing a Cabinet Budget Review Committee (CBRC) funding submission for further years;
  • Developing a Request for Information (RFI) Strategy and process through industry to develop a high level design and accurate costing model for a GWN;
  • Engagement of other government non public safety agencies;
  • Monitoring and reporting mechanisms of progress to all stakeholders; and
  • Working alongside and with the Government Radio Office (GRO) Project team.

To be successful in this role you will possess strong knowledge and practical experience in PRINCE2, coupled with extensive experience in Project Management. In addition, you will need demonstrated experience and knowledge in complex ICT Technology investments across both government and non-government entities.

You will be an effective team player that can work with and through others in pursuit of team goals, in addition to having strong consulting, negotiating and influencing skills. A high level of written and oral communication and interpersonal skills is also required, as is the ability to effectively work at all levels of an organisation and across organisational boundaries. You'll be able to demonstrate active listening, problem solving and root cause identification skills along with effective analytical and decision making skills.

Although not essential, skills and experience in Program/Portfolio management, and proven experience in communications technologies project management and the development of a Business Case will all be highly regarded.
