About the Organisation

The Independent Public Business Corporation (IPBC) was established in 2002 as an independent entity under its own Act to hold the majority of state-owned commercial assets in trust for the State of Papua New Guinea and to manage those assets prudently to improve commercial performance and underpin economic development.  IPBC’s mission is to institute stronger governance and best practice commercial accountability structures to maximise the value of its assets and investments for the benefit of the State and the people of Papua New Guinea.

IPBC’s portfolio includes major State Owned Enterprises (SOE): Air Niugini, Eda Ranu, MVIL, National Development Bank, PNG Ports Corporation, PNG Power, Post PNG, Telikom PNG and Water PNG.  The IPBC also holds shares in Highlands Pacific Limited (11.29%), Oil Search Limited (17.61%), Bank South Pacific Limited (17.6%) and a number of other assets and investments.  IPBC also manages a range of projects, with donor support, to improve access to economic infrastructure. Current projects include Lae Port Development Project, Port Moresby Port Relocation and Port Moresby Sewerage Upgrade Project.

The Independent State of Papua New Guinea lies just south of the equator, in the western Pacific to the east of Indonesia, and 160 kilometres north of the north-eastern tip of Queensland, Australia.

The total indigenous population is estimated at around 5.9 million, increasing at around 2.7% annually. There are three basic ethnic groups: Polynesians, Melanesians and Micronesians. There are also a large number of distinct tribal groups, such as the Chimbu whose 500,000 members are widely distributed, as well as the Buka, Sepik, Tolai and Papuan.

Government, law, commerce and education are conducted in English and Pidgin. There are more than 860 recorded local languages, the most widely used being Tok Pisin (Pidgin) and Motu.

About the Opportunity

The Independent Public Business Corporation has a golden opportunity for a Senior Accounting or Finance professional to manage the organisation's auditing responsibilities as Chief Internal Auditor based  in Port Moresby, PNG.

Reporting to the Board and Managing Director, you will be responsible for undertaking independent and objective audits and due diligence exercises within the IPBC as well as its subsidiaries and State Owned Enterprises (SOE).

Your main objective will be to assure the IPBC Board and Management that IPBC and its subsidiaries are in compliance with relevant governance, laws and directives.  Additionally, you'll be responsible to ensuring the risk management and control environments are sound and reliable.  

Due to the senior level and independent nature of this position, you will have extensive experience and solid expertise relating to Internal Auditing processes and will be expected to provide high level expertise and advice to all members of the Senior Management team.  In addition, you will liaise externally with the Auditor General's Office, External Auditors and relevant Government Agencies to ensure that you work within the Auditor General's yearly audits report feedback.

More specifically, some of your key responsibilities will include (but not be limited to):

  • Providing periodic high level reports to the Board and the Managing Director;
  • Ensuring that IPBC and its associated SOEs are compliant with financial and management policies;
  • Providing expertise and making recommendations on governance issues and improvements;
  • Undertaking periodic audits as per the internal audit plan;
  • Ensuring risk assessments of auditable areas are undertaken and documented; and
  • Transferring your skills and training PNG citizens. 

To be successful, you will have a Degree in Accounting, Commerce or Finance and Administration from an internationally recognised university coupled with CPA Membership and membership with the Institute of Internal Auditors. In addition, you will have extensive (minimum 10 years) experience in similar auditing and accounting management roles within large organisations.

You will also have extensive knowledge of professional Internal Auditing practices and the application of relevant Acts and Government procedures.

IPBC is looking for an analytical candidate with strong problem solving skills, superior report writing skills, as well as exceptional interpersonal and negotiation skills.  In addition, you will have extensive leadership skills and the ability to work with a diverse team. Experience working in developing countries would be a distinct advantage.
