From these beginnings, and over the past 30 years, the CHN has been addressing the land question and has become a National government enacting legislation and policy affecting many aspects of life on Haida Gwaii.

The CHN works to protect the Haida culture, ensuring that the Haida way of living continues. The Council has negotiated and signed agreements with other Coastal First Nations, Non-Governmental Organizations and local communities, and continues to work on agreements with both the federal and provincial governments.

About the Opportunity

Currently, The Council of the Haida Nation is seeking an experienced Human Resources Program Manager to join their team in Masset, Haida Gwaii in British Columbia.

Working in conjunction with the Administrator, you will be responsible for overseeing the hiring, orientation, supervision, performance management and possible terminations of staff. Your primary duties will be as follows:

  • Develop the Human Resources Plan that focuses on the capacity building of Haida staff within each department;
  • Plan and create the organizational development strategy, direction, advice and counsel to the SHN Board of Directors as needed;
  • Execute HR programs such as training, innovation, employee recognition, activities and recreational programs;
  • Relay information (verbally and in writing) to the Secretariat of the Haida Nation, the Council of the Haida Nation and Program Managers on issues pertaining to the Human Resource program;
  • Provide direction to the Administrator and Program Managers on HR related issues and ensure all potential discipline matters are dealt with in accordance with the SHN Employment Policy and the Canada Labour Code; and
  • Ensure compliance with all legislative requirements (federal and provincial), SHN Employment Policy, Labour Law and Health and Safety regulations and other relevant policies and procedures that have been adopted by SHN and CHN.

To qualify for this role, you will have a Master’s Degree or a Bachelor’s Degree in Human Resources or in a similar discipline. Alternatively, you will still qualify if you have an acceptable combination of education and experience in the field of human resource management. In addition to these qualifications, you must have at least 5 years of experience in human resource management.

You will be successful in the role if you have sound personnel practices, organizational development, and knowledge of employment standards/law, program budgeting, program planning, and program development as relating to human resources. It will put you at an advantage if you have knowledge and understanding of the Haida Governance, Federal, and Provincial regulations that govern human resources.

The ability to read and understand departmental financial statements, convert to updated budget reports, and adjust accordingly on a continuous basis throughout the fiscal year will put you a step ahead of the rest. In order to work effectively, you must be proficient in Microsoft Office software such as Word, Excel, Power Point, and Outlook.
