About the Opportunity
Currently, the College of Physicians and Surgeons of British Columbia is hiring a deputy registrar to join the team in our Vancouver, BC office.
As a key member of senior staff, you will be responsible for the oversight and leadership of all aspects of three programs: the Diagnostic Accreditation Program (DAP), the Non-Hospital Medical and the Surgical Facilities Program (NHMSFP) and the Physician Practice Enhancement Program (PPEP). You will oversee all matters in accordance with the Health Professions Act (HPA), College Bylaws, policies and procedures. Reporting to the registrar, you will ensure that the College’s performance management system is carried out.
Your duties will include but are not limited to the following:
- Supervise, train, evaluate and mentor the PPEP, DAP and NHMSFP staff on a daily basis in conjunction with the direct support of three program directors
- Contribute to the development of our long-term strategic plan, developing annual goals and objectives, and produce detailed progress reports
- Provide the College registrar with direct support, ensure the College’s regulations and requirements for all regulatory matters are communicated and adhered to, and all regulatory changes or new requirements agreed by the Board are formally recorded and incorporated into the appropriate documentation
- Attend board meetings and act as a delegated representative of the College from time to time in provincial and/or national meetings
- Work with the operations department on the preparation and development of the departmental budgets
- Establish systems for tracking/monitoring departmental and College issues as they relate to the programs
- Oversee the development of policies, procedures, tools and internal controls designed to support the PPEP, DAP and NHMSFP in fulfilling the College’s mandate
- Manage and continuously review the management and operational structure of the DAP, NHMSFP and PPEP
- Supervise the implementation of strategic plans, departmental goals and objectives, including key performance indicators (KPI’s)
- Oversee the implementation and management of PPEP, which is comprised of three assessment components: a physician multi-source feedback (MSF) assessment; peer assessment; and the office assessment of premises and processes
- Manage the development and maintenance of an effective DAP and NHMSFP accreditation and performance standards structure, procedures and guidelines to ensure the delivery of high quality health services
In order to qualify for this role, you must be currently registered (or be eligible for registration) with the College of Physicians and Surgeons of British Columbia. The ideal candidate will have 15 years of related experience in a professional regulatory environment or in a closely related field. Finally, you must have a medical degree to apply.
In order to make informed decisions in this role, you must be well versed in the College Regulations and Bylaws and have knowledge of relevant legislation, e.g. Health Professions Act, Freedom of Information and Protection of Privacy Act (FOIPPA), etc. In this high-profile position, you will need to display exemplary leadership and communication skills, and have the ability to use initiative and take suitable action when unforeseen circumstances arise. It is important that you also have the ability to work collegially and collaboratively in a multidisciplinary environment.
