About the Organisation
The Tiwi Islands Shire Council was created under legislation by the Northern Territory Government in July 2008 and now administers the two Tiwi islands, Bathurst and Melville, and the communities of Wurrumiyanga, Wurankuwu, Milikapiti (Snake Bay) and Pirlangimpi (Garden Point), as well as a number of smaller outstations on both islands.
The Tiwi Islands Regional Council was enabled under legislation passed by the Northern Territory Government in January 2014.

About the Area
The Tiwi Islands are 100 km north of Darwin where the Arafura Sea joins the Timor Sea. They comprise Melville Island and Bathurst Island, with a combined area of 8,320 square kilometres (3,212 sq mi).The Tiwi Islands lie to the north of Australia's Northern Territory, and are part of that jurisdiction.
Indigenous Australians have occupied the Tiwi Islands for centuries, with creation stories suggesting they have occupied the islands for at least 7000 years.
About the Opportunity
Tiwi Islands Regional Council has a rewarding opportunity for a Chief Executive Officer to lead their Council, based in the Tiwi Islands, NT.
As the face of the organisation, you will be responsible for the complete strategic, operational and financial management of Tiwi Islands Regional Council. You'll provide exceptional leadership and will have a hands on approach, with the primary objective of achieving the strategic direction of the Council.
Your duties will include, but will not be limited to:
- Taking a leadership role in implementing the Council's vision, including demonstrating sound strategic thinking and planning to ensure the Council moves towards its vision;
- Building the competence of elected members through sound advisory and development strategies, and developing and empowering staff to achieve quality outputs;
- Taking an active role in managing the Council’s relationship and interactions with stakeholder groups to support building community capacity;
- Ensuring that human and physical resources including financial, technological and information requirements are available and used appropriately;
- Establishing organisation structures, business plans and procedures that promote and achieve quality outcomes;
- Evaluating the outcomes achieved against set standards and implements improvements; and
- Modelling and promoting appropriate social, ethical and organisational standards in all interactions.
To be successful you will require either a relevant tertiary degree (or equivalent qualification) in Management, Business and/or Public Sector Administration or extensive experience in a similar role involving strategic planning, governance and financial management. You'll have a proven history as a senior manager, with the ability to understand legislation impact on the Council, develop / implement policy, and stand firm on community and Council issues. Additionally, previous experience in long-term mentoring of identified local community members, and your continued, genuine commitment to this senior level of mentoring, will be key to your success in this role.
Along with your ability to understand and adhere to statutory, legal and contractual obligations, you'll be focused on supporting Council to make the most informed decisions on behalf of the community. It is essential you be able to communicate the business of council in a positive and clear manner in order for all to participate meaningfully. Your high level understanding of Aboriginal culture and your ability to successfully work with Indigenous people will be continually utilised in this varied and rewarding role, as you work closely alongside communities and special interest groups to achieve mutual outcomes. The ability to work with Indigenous people in culturally appropriate ways, specifically when leading them through change, is extremely important.
You'll consider yourself a proven leader with excellent decision-making and analytical skills, as well as the ability to delegate as required to ensure the achievement of outcomes, accountability of staff and the development of employees' abilities. Your excellent communication skills and personable nature, along with your initiative and problem solving skills will ensure you lead by example in this multi-disciplinary team and effectively connect Councillors and staff to the public and special interest groups.
A current driver's licence and willingness to undergo a Police check and adhere to the Council's Code of Conduct, Policies and Procedures is a requirement of this role.
