About National Airports Corporation

National Airports Corporation (NAC) operates and manages 22 National Airports throughout Papua New Guinea, including Port Moresby International Airport. NAC is fairly new, formed five years ago as a company following the breaking up of the former Civil Aviation Authority into four separate entities – NAC, PNG Air Services, Civil Aviation Safety Authority and Accident Investigation Commission. It operates as a State Aviation Enterprise with a Board, the government being the Shareholder. This Managing Director appointment is concurrent with the establishment of a new Board. NAC is midstream in a major phase of airport infrastructure upgrading in line with government policy for terminal upgrading and regulatory airport certification requirements. While Port Moresby is the main airport, NAC manages the 21 regional airports around the country supporting the domestic aviation industry.

About the Opportunity

National Airports Corporation (NAC) currently has a rare opportunity for an aviation experienced senior manager or executive to join the organisation as their new Managing Director on a 3 year, fixed term contract with the possibility of extension on mutual consent.

Based in Port Moresby, you'll be responsible for providing strategic vision, direction and leadership to NAC, ensuring compliance with government, regulatory and industry standards, excellence in governance and management, and the establishment of clear performance targets for growth in business and airport service standards.

This position both reports to and sits on the Board.

In addition, your duties will include (but not be limited to):

  • Developing and maintaining international standard aviation / airport services through effective leadership and management of staff and stakeholders;
  • Ensuring aviation compliance, safety and security in all aspects of NAC's operations;
  • Overseeing all major NAC airport development projects and business initiatives throughout PNG;
  • Fostering effective strategic relationships with aviation stakeholders;
  • Representing PNG in international aviation / airport service matters;
  • Developing and promoting positive national and international branding of PNG, NAC and the aviation industry through airport services;
  • Overseeing the effective fiscal management of NAC, including meeting approved budgets / targets and leveraging opportunities for profit growth;
  • Implementing Board / Government decisions and directives as required; and
  • Effectively leading and managing change.

This role represents a rare opportunity for an experienced and strategic senior manager to take the reins of an airport corporation during a period of growth and change.

To be considered, you will have airports management experience (minimum of 5 years) including extensive experience in a senior or executive-level management position involving the oversight of airports. The successful candidate will also have excellent change management skills, with the ability to smoothly and successfully guide large and complex organizations through periods of evolution, in line with strategic plans. The candidate must also possess strong strategic and motivational leadership qualities with effective analytical and decision making skills.

This role operates within NAC Policies, Financial Delegation, ICAO policy and regulations, Civil Aviation rules and other statutory requirements. The candidate must also meet the PNG Civil Aviation Safety Authority Fit and Proper Person standards required for the position. Your aviation background will ensure you bring knowledge of airport / aviation policies, legislation and regulatory requirements to the role. A professional qualification in airport management or an aviation related field is essential. A Graduate or Postgraduate qualification in Business Administration (such as MBA) or related is desired.

NAC is seeking applications from excellent communicators with highly developed networking skills and the ability to identify, leverage and maintain positive professional relationships. You will have experience liaising with individuals from a diverse range of backgrounds and the capability to build and manage an effective executive management team.

Of course, high level people and operational management skills are key, including the ability to effectively manage NAC's financial and administrative requirements. You will be highly organized and results-focused, with the ability to critically analyze information to make sound business decisions.
