Roper Gulf Regional Council is a governing body that provides a range of services including Council Administration, Waste Management, Municipal Services, Sport & Recreation, Aged Care, Youth Services and Juvenile Diversion, Libraries, Power, Water and Sewage Maintenance, Tenancy Management, Civil Works and many more to the surrounding communities within its Local Government area.

The shire covers an area of over 185,000 square kilometres (which is 80% of the size of Victoria) with an estimated population of approximately 7,000 and encompasses the communities of Barunga, Borroloola, Bulman, Jilkminggan, Manyallaluk, Mataranka, Minyerri, Ngukurr, Numbulwar, Robinson River and Wugularr.

About the Opportunities

Roper Gulf Regional Council has a number of fantastic opportunities for full time Council Service Managers - available in various locations - to join the team on full-time, fixed term contracts. 

Operating under the Director of Infrastructure & Technical Services, you will be responsible for managing day-to-day operations of the Council Delivery Centre, acting as the first point of call for all community services staff, as well as having direct supervision for team members based both regionally and in Katherine.

In addition, as Council Service Manager you will oversee the annual service budget, and in accordance with Council’s corporate plan, coordinate and deploy resources to effectively achieve Council's objectives.

Some of your key duties will include (but will not be limited to):

  • Contributing to the development and continuous improvement of community service plans and ensuring programs are delivered to a high standard;
  • Assisting with the coordination of training and mentoring services provided, to ensure the development of the local community to fill local job vacancies;
  • Maintaining Council assets that are used in the provision of community services, such as plant, equipment, buildings and vehicles;
  • Performing risk management processes in line with compliance requirements; and
  • Supervising, motivating and mentoring staff in a multicultural environment to achieve quality outcomes.

To be considered, you must have proven managerial experience gained within community services of a local government authority, or similar organisation. In addition, you will require demonstrated operational planning and financial management skills. Candidates with an awareness of issues affecting Indigenous communities in remote locations will be best suited to this position, equipping you with the ability to communicate and negotiate effectively with Indigenous people.

Roper Gulf Regional Council is seeking a strong proven leader, with the ability to manage and develop staff in a cross-cultural environment, whilst effectively managing the Council services in a remote setting. Your well developed interpersonal and communication skills will enable you to liaise with a wide variety of employees and external stakeholders, ensuring strong working relationships are established.

Your knowledge and expertise, along with your highly developed analytical and project management skills, will be key when presenting innovative and creative solutions, in order to resolve problems. 

Computer literacy is a must, as is the ability to produce relevant reports, as required.

A current 'C' class manual driver's licence and a Working with Children Clearance Notice (OCHRE Card) are essential to be considered for this position. You will also be required to undertake a criminal history check and update each year as required. Please note, some out of hours work, including occasional travel to remote communities requiring overnight stays will be required.

Prior to employment with Roper Gulf Regional Council you must obtain the following:
