About Bawinanga Aboriginal Corporation

The Bawinanga Aboriginal Corporation (BAC) is one of Australia's oldest outstation resource agencies, established in its original form in 1974 to support those people who chose to live on their clan estates in Arnhem Land, rather than in the government settlement of Maningrida. In 1979 it was incorporated under the Federal Aboriginal Councils and Associations Act and today is a Corporation under the CATSI Act.

Over the past 35 years BAC has developed a portfolio of services and supports over 800 clients living on the 32 Homelands in an area of approximately 10,000 square kilometres. BAC employs approximately 230 salaried staff and operates an employment program (CDP) which engages with approximately 600 participants.

About Maningrida

Maningrida is situated on the Central Arnhem Land coast of the Arafura Sea at the mouth of the Liverpool River, approximately 500 km east of Darwin, NT. The town is accessible in the Dry Season by road; there are two flights daily from Darwin and a freight service by barge, twice weekly. Maningrida is the administrative and service centre for 32 Homelands (outstations) within 10,000 square km of Arnhem Land. The total community population of approximately 3,500 includes the Homeland and non-indigenous residents.

In per capita terms, it is perhaps the most multi-lingual community in the world. The linguistic variety is echoed by the cultural diversity in the area, evidenced by the number of different religious ceremonies and the multitude of artistic forms in design, music and dance. People speak Ndjébbana, eastern Kunwinjku, Kune, Rembarrnga, Dangbon/Dalabon, Nakkara, Gurrgoni, Djinang, Wurlaki, Ganalbingu, Gupapuyngu, Kunbarlang, Gun-nartpa, Burarra, and English. Most people have command of at least three of these languages.

The town is a secluded paradise, great for keen fishermen and those looking to learn about Aboriginal art and culture. It is well resourced with an arts centre, swimming pool, school and two supermarkets!

About the Opportunity

BAC have an opportunity for a motivated Civil Works and Workshop Manager to join their close-knit team in Maningrida, NT, on a full-time basis. While the role reports directly to the CEO, you will be based in an office in the centre of town, operating between the Heavy Vehicle workshop, Light vehicle workshops and the Roadworks Crew. Your primary responsibility in this role will include managing these three distinct teams consisting of mechanics, senior mechanics, road works Site Supervisors and traffic control crew, ensuring they are equipped with the knowledge and resources required to execute their daily tasks. You will be managing the budgetary and tender submission requirements in partnership with the Financial Controller and the CEO, ensuring the department is operating efficiently.

As the Roadworks Crew holds a large contract with the NT government, you will be overseeing 15 + staff and their execution of road repairs and maintenance, including looking after the roads in the outstations and homelands, which span hundreds of kilometres.

In the Heavy Vehicle Workshop, you will be responsible for the management of staff and the general operations of the department responsible for servicing and maintaining graders, trucks, caravans, tankers and other heavy equipment as utilised by the road works team in the field. Additionally, in the Light Vehicle Workshop, you will be responsible for managing the 10 staff who service and maintain the BAC's fleet of vehicles, as well as the servicing other vehicles.

Some of your key responsibilities will include:

  • Overseeing the operations of the Roadworks Crew, Heavy Vehicle Workshop and Light Vehicle Workshop;
  • Facilitating the delivery of Civil Works, Extraction and Mechanical Services (heavy vehicle workshop and light vehicle workshop);
  • Supporting the Financial Controller in the setting & monitoring of relevant budgets;
  • Collating data and preparing reports for the CEO;
  • Assisting in the development of a regional strategic and operation plan, including work plans for Civil, Extraction and Transport; and
  • Managing & maintaining assets according to standards within specified target periods.

BAC are seeking applicants with demonstrated senior management experience in the delivery of civil works, road works, workshop management and mechanical services. This experience, coupled with your well developed communication and negotiation skills will ensure you are able to effectively manage and motivate multi-disciplinary teams. You will also be able to demonstrate previous experience liaising with government and agencies, successfully developing and maintaining positive stakeholder relationships.

Coming from this specialist field, you'll have decent exposure to and experience in the preparation of contracts, tender submissions and departmental budgets - so much so, you'll be able to use these insights to take the BACs operations to the next level. Additionally, as a self-described jack of all trades, you'll be able to move seamlessly between the process and documentation aspects of the role and the physical and operational requirements. Any given day could see you out in the field one minute and behind a desk producing reports in the next.

You’ll be an engaging and strong leader with the ability to provide effective and timely support to your teams. You will be capable of identifying skills gaps and opportunities to increase skill sets in the name of increased efficiency. Understanding the unique opportunity of working in this cross-cultural town, you can demonstrate a clear appreciation of and respect for working in Indigenous communities, ensuring appropriate sensitivity is entrenched in the team culture. Any exposure to not-for-profits will be advantageous, as will an appreciation of aboriginal communities and how they operate.

While a qualification in civil engineering is desirable, the BAC's focus is on practical experience in this outcome driven sector.
