About The City of Courtenay

The City of Courtenay is situated on the east coast of central Vancouver Island, within the traditional lands of the K'ómoks First Nation. The City is governed by a Mayor and six Councillors. The Chief Administrative Officer (CAO) is responsible to Council for managing all City operations. The Engineering Services Department is one of eight departments reporting to the CAO and in that context, it is expected all senior staff members adopt and advance our Corporate Mission and Core Values.

A New Opportunity Awaits 

The City of Courtenay is currently seeking a Director of Engineering Services to join our team in Courtenay, and in the beautiful Comox Valley. 

In this role, you will be responsible for the medium and long-term viability of the City’s civil infrastructure networks (water, wastewater, transportation and flood protection). You will also oversee the planning, design, and construction of capital renewal, upgrade/new, and disposal projects pertaining to those civil infrastructure networks, plus that of the significant civic facilities, structures, parks, and trails.

As an integral member of the Senior Management Team, you will engage and mentor direct reports and represent The City of Courtenay with external stakeholders. 

Responsibilities will include, but are not limited to:

  • Managing the overall operations, budget planning, and expenditures of the department
  • Acting as a technical liaison with local, provincial and federal governments and agencies
  • Providing advice and support to the CAO and Council on City interests in shared or extra-municipal services affecting the City’s infrastructure networks, significant civic facilities, structures, parks, and trails

Our ideal candidate will have a degree in engineering from a recognized educational institution, and a Professional Engineer’s designation (PEng). You will also be a member in good standing with APEGBC and LGMA BC, and have substantial experience in civil engineering (specifically water, wastewater, transportation and flood protection), with considerable related experience at a management level in a local government setting. 

This role is well suited to someone who has proven leadership skills and strong written and verbal communication skills. You will also need to have strong problem-solving skills and have the ability to easily adapt to change and shifting priorities.

You will also possess:

  • Strong budget and contract management skills
  • The ability to work collaboratively with other departments and partners
  • The ability to mentor, develop teams, and succession plan
  • Proficiency with Microsoft Office
  • The ability to pass a criminal record check
  • A valid Class 5 BC Driver's License
