The RTO Manager is responsible for leading all operational, compliance, quality and delivery functions of AHCWA’s Registered Training Organisation (RTO). This newly funded role sits within the newly established Workforce Development and Training Work Group — a key component of AHCWA’s expansion under the landmark National Skills Agreement (NSA) — and represents an exciting opportunity to build a culturally safe, high-performing RTO that strengthens workforce capability across the WA Aboriginal Community Controlled Health Service (ACCHS) sector.
You will ensure all training and assessment functions meet the Standards for Registered Training Organisation 2025 (Standards for RTOs 2025), and contractual and sector expectations. You will lead the RTO through reactivation, future growth and ongoing continuous improvement, embedding systems that support audit readiness, quality governance and culturally grounded training delivery.
In addition, this role will:
- Lead day-to-day operations of AHCWA’s RTO to ensure the RTO meets the Standards for RTOs 2025 and Training Accreditation Council (TAC) WA requirements;
- Oversee training product lifecycle management, including Training and Assessment Strategies (TAS) development, assessment tools, validation, moderation and industry consultation;
- Ensure digital systems, student management, administration and AVETMISS/data processes support compliance and high-quality learner experiences;
- Provide leadership in quality assurance, risk management, audit preparation and continuous improvement activities;
- Build strong partnerships with Aboriginal Community Controlled (ACC) and First Nations Owned (FNO) RTOs, TAFE, universities and sector partners to strengthen Aboriginal workforce training pathways;
- Lead structured industry and workforce engagement to ensure training aligns with WA ACCHS sector needs;
- Manage all financial, reporting and contractual requirements relating to the RTO; and
- Recruit, mentor and support a newly created RTO team, ensuring the right people, systems and culture are in place to build a respected, culturally safe training environment.

About You
To be considered for this position, you must have:
- Demonstrated experience in RTO management;
- Strong understanding of the Standards for RTOs 2025;
- Demonstrated experience managing training operations, TAS development, assessment resources and validation processes;
- Strong interpersonal, leadership and stakeholder engagement skills;
- Experience managing budgets, contracts and reporting;
- High-level organisational, analytical and problem-solving capability;
- Advanced written and verbal communication skills;
- Proven ability to motivate staff, manage conflict and lead team-based performance;
- Ability to manage competing priorities with autonomy and initiative;
- Demonstrated ability to build productive relationships across government, RTOs, Aboriginal Community Controlled Organisations (ACCOs), training providers and Member Services;
- Understanding of Aboriginal culture and the issues affecting training, workforce and health outcomes; and
- A demonstrated ability to uphold the principles of cultural safety including an ability to communicate effectively and sensitively with Aboriginal and Torres Strait Islander peoples.
Ideally, in addition to the above, we are looking for someone who:
- Identifies as Aboriginal and/or Torres Strait Islander and is accepted as such by their community;
- Holds the TAE40122 Certificate IV in Training and Assessment; and
- Has demonstrated experience in Aboriginal Community Controlled sectors.
The position involves working within a multicultural organisation where the majority of employees, clients and stakeholders identify as Aboriginal and/or Torres Strait Islander.
Candidates must be able to demonstrate an understanding of the issues affecting Aboriginal and Torres Strait Islander people and their ability to communicate sensitively and effectively with Aboriginal and Torres Strait Islander people.
Please note: In addition to the above skills and experience, the successful candidate will require an unrestricted WA “C” Class Driver’s Licence, and be required to submit a National Police Clearance (dated within 3 months) prior to appointment.
