The Opportunity:
Barcaldine Regional Council is seeking an experienced Civil Engineer (RPEQ Qualified) who can effectively collaborate with our Director of Works to plan, manage and coordinate construction projects throughout the Barcaldine region. You will be responsible for effectively coordinating our engineering projects, collaborating and consulting with internal and external stakeholders, developing project plans, and delivering construction projects that exceed standards and legislation, minimising risk and ensuring that Barcaldine Regional Council meets performance expectations.
Location: This position is based in Barcaldine, with Regional Work and Travel as required.
Status: Full Time, Fixed Term (4Years) - Above Award Contract
Wage: Management Level, based on experience and qualifications + Superannuation (up to 12%) and approved allowances.
Leave Entitlements: Five (5) weeks annual leave per annum + 17.5% Loading. Fifteen (15) days Personal Leave (sick leave) per annum.

Key Responsibilities:
Your general responsibilities will be (but not limited to);
- Assisting the Director of Works in managing the day-to-day processing of reports and technical information relating to engineering services.
- Working closely with the Works operations team to optimise designs that enhance Barcaldine Regional Council's ability to reduce operating and construction costs while maintaining flexibility and reliability.
- Coordinating and collaborate with other functional departments to ensure the Engineering teams' goals and objectives are properly aligned with those of Council.
- Actively tasked with promoting communication, providing guidance and feedback, resolving conflicts, and promoting a positive work environment across the Works team and key stakeholders.
- Partnering with staff at all levels building professional relationships; understand team requirements and strategy, providing direction, coaching and guidance as required.
- Assisting in preparing annual and long-term budgets and approve financial transactions within the limit of authority.
- Assuring processes meet quality and safety compliance guidelines, and manage contracts in line with obligations, requirements, and service standards.
- Contributing to the preparation and management of contract and service level agreements.
- Representing Council in discussions, conferences, and consultations with field representatives, identifying and proactively addressing potential issues.
- Confirming operational and administrative completion of projects, ensuring smooth transition from construction to operation and maintenance status.
- Collaborating with the Director of Works and CEO in negotiating developer and reimbursement agreements, ensuring equitable and orderly administration of developer assets.
Within this role you will also be tasked with Project Management and, Capital Improvement and Technical Management responsibilities, as detailed in the position description here.
Successful Applicant Requirements
Education:
- Bachelor's degree in Civil Engineering and demonstrated experience in civil construction engineering.
- Project Management Professional (PMP) certification, or the ability to obtain one within six (6) months of hire.
Licencing:
- Registration as a Registered Professional Engineer of Queensland (RPEQ) in Civil Engineering.
- Current Queensland class 'C' Driver Licence.
- Current General Construction Induction Card (White/ Blue Card) or equivalent.
Experience and Knowledge:
- Minimum of six (6) years of civil engineering experience, preferably within a local government setting.
- Minimum of five (5) yeas of public works project management experience.
- Demonstrated expertise in managing engineering and construction projects ranging from simple to highly complex.
- Comprehensive knowledge of construction standards, methods, and materials.
- Proven management skills to oversee the work of internal teams and external contractors effectively.
- Strong interpersonal and communication skills (Written and Verbal) to interact effectively with employees, consultants, government agency representatives, and the community, and to ensure contractor compliance with plans and specifications.
- Knowledge of public works contract administration, including contract preparation, contractor selection, administration of contract work, change orders, disputes, claims, and closing of contracts.
- Knowledge of complex design and drafting's methods, software, and equipment.

The Barcaldine Region is located in central west Queensland approximately 440km west of Rockhampton, covering an area of 53,677 sq km with an estimated population of 2,900 people.
The Regional Council is made up of the former Shires of Aramac, Barcaldine and Jericho including the towns of Alpha, Jericho, Barcaldine, Aramac and Muttaburra.
The region is one of the largest cattle producing regions in Central Western Queensland and also has a productive sheep, wool and macropod harvesting industry with the prospect of mining.
