About the role:

Barcaldine Regional Council is seeking a dynamic Director of Corporate and Financial Services to provide advice, and strategic and people leadership in the delivery of internal services, contributing to Council's strategic objectives and key community outcomes. 

This position reports directly to the Chief Executive Officer and works closely with Council and other internal and external stakeholders. The Director Corporate and Financial Services will play a key role in the executive leadership team, guiding and implementing the strategic direction for the organisation.

Our ideal candidate will lead a multidisciplinary team and bring a planned and structured approach to the management of the Councils Corporate and Financial Services team including finance, governance, information technology and customer service. You will be a reasonably experienced but high-end professional, having worked at Executive level in Australia, providing strategic advice, holding a CA, CPA or equivalent tertiary qualification with substantial and effective people management experience. Your demonstrated experience in enabling contemporary finance and governance practices will set you up for success.

 

Key Responsibilities:

  • Set the overarching strategy and direction for the provision of corporate services to achieve efficient and cost-effective management and administration of the organisation. 
  • Lead the planning and deliver a broad scope of complex corporate services, ensuring effective prioritisation in a high-demand environment.
  • Provide the highest level of service delivery to key stakeholders, continuously working to improve operational systems and practices.
  • Inspire and motivate teams through strong leadership, driving direction and delivery, and fostering professional development.
  • Lead the delivery of best practice financial planning, management accounting, procurement, risk management, audit, and business reporting services, ensuring compliance with legislative and policy requirements.
  • Direct the development and implementation of business systems, process improvements, and information management functions, ensuring alignment with statutory and government policies.
  • Lead the provision of corporate and financial support services across multiple locations, including facilities, accommodation, and administrative needs.
  • Oversee the delivery and management of information technology services, systems, equipment, and infrastructure, ensuring effective operations and quick resolution of technical issues across various sites. 
  • Lead the development and execution of communications strategies, including community engagement, stakeholder management, media relations, marketing, and public affairs, to build public awareness, manage the organisations reputation, and foster engagement with key project stakeholders.

Location: This position is based in Barcaldine with regional work and travel as required.

Classification Level: Executive Management level, based on experience and assessed qualifications.

Benefits: Comprehensive benefits package.

Payment of Wages: Council employees are paid fortnightly.

Leave: Five (5) weeks annual leave per annum + 17.5% loading. Fifteen (15) days Personal Leave (sick leave) per annum.

 What we are looking for:

  • Relevant tertiary qualifications in Business, Public Administration, or a related field, and/or extensive relevant experience.
  • Current Queensland class 'C' Driver Licence.
  • Proven track record of effective leadership and significant achievements in a corporate services function within a complex organisation.
  • Demonstrated success in developing and implementing strategies that build and diversify organisation revenue.
  • Extensive experience in financial management at the executive level, with a strong understanding of financial planning, budgeting, and reporting.
  • Outstanding leadership capabilities, including experience in planning, coordinating, and delivering corporate services across diverse functions.
  • Strong interpersonal skills with demonstrated ability to foster inclusive and productive workplace cultures and build robust relationships with a wide range of stakeholders.
  • A strong commitment to delivering high-quality services and a demonstrated ability to oversee and improve quality assurance processes effectively.

The region is one of the largest cattle producing regions in Central Western Queensland and also has a productive sheep, wool and macropod harvesting industry with the prospect of mining.
