Manager Governance and Major Projects

Location: This position is based Regionally with travel as required

Classification Level: Above Award

Wage: Salary range of $120,000.00 - $140,000.00 negotiated based on Skills and Experience

Payment of Wages: Council employees are paid fortnightly

Hours of Work: 72.5 hours over 9 days with a rostered day off (RDO) every fortnight. 

Leave: Five (5) weeks annual leave per annum + 17.5% loading. Fifteen (15) days Personal Leave (sick leave) per annum.

Located in Central West Queensland, approximately 440km west of Rockhampton, the Barcaldine Region covers more than 53,677 square kilometers and is home to around 2,900 residents. It encompasses the former shires of Aramac, Barcaldine and Jericho and includes the townships of Alpha, Aramac, Barcaldine, Jericho and Muttaburra.

The region has a proud agricultural heritage and is recognised as one of Central West Queensland's largest cattle-producing areas. It also supports thriving sheep, wool and macropod harvesting industries, while continuing to grow through emerging opportunities in the mining sector.

Barcaldine Regional Council's 2026 Organisational Structure Review identified a need for dedicated leadership of Council's governance framework, alongside stronger coordination of a number of strategic and outward-facing functions that have historically sat across multiple, disconnected reporting lines.

The Manager Governance and Major Projects brings these functions together under a single point of accountability. The role provides Council with a clear, well-governed decision-making framework, consistent compliance and risk practice, and dedicated capability to see major projects through from concept to delivery. It also gives the Chief Executive Officer and the Director Corporate and Community Services the confidence that governance, IT, records and regulatory functions are being actively led, rather than managed only when issues arise.

This is a role with genuine latitude to shape how these functions operate. Council is looking for a leader who can define what good governance and well-run projects look like for a small, remote council, and who can build the systems, relationships and team capability to get there, rather than someone who simply maintains the status quo.

• Completion of a National Criminal History Check to Council's Satisfaction
• Completion of a Pre-Employment Medical Examination to Council's Satisfaction
• Current Queensland class ‘C’ Driver Licence
• Tertiary qualification in Governance, Law, Business, Public Administration, Project Management, or a related field, or extensive experience leading governance, compliance, or major project functions in a comparable organisation
• Demonstrated experience leading governance, risk, compliance or regulatory functions, ideally within local government or another regulated public sector environment
• Proven ability to lead major projects from business case through to completion, including budget, procurement and stakeholder management
•  Sound understanding of local government legislation, decision-making frameworks and audit and risk requirements, or demonstrated ability to acquire this quickly
• Experience overseeing or working closely with records management and information technology functions, including IT governance and cyber security fundamentals
• Strong stakeholder engagement skills, with the ability to work confidently with Councillors, executive leaders, District Managers, regulators and the community
• Demonstrated ability to lead, coach and develop a small team, and to build practical, workable systems in a resource-constrained, remote operating environment
• Sound judgement, discretion and the ability to manage confidential and sensitive information appropriately

Highly regarded, but not required

• Experience in local government or another remote or regional operating environment is desirable but not mandatory
