Development Contributions Planner

About the role

This position is responsible for developing and managing, Council’s new Infrastructure Contributions Planning Framework.

 

Primarily the position will: 

  1. Lead the review, preparation, and implementation of Council’s new development contributions plans (Section 7.11 and 7.12 plans and proposed stormwater plans under S.64 of LG Act) to ensure infrastructure delivery aligns with Council’s strategic planning objectives and legislative requirements under the Environmental Planning and Assessment Act 1979.
  2. Coordinate with internal departments (e.g., planning, finance, engineering), the Executive Leadership team and Councillors, and external stakeholders (e.g., developers, state agencies, community) to align infrastructure priorities and sequencing, to support integrated land use and infrastructure outcomes.
  3. Investigate and support the implementation of new systems to track, forecast, and report on contributions revenue and expenditure.

Essential Criteria 

  • Relevant tertiary qualifications in Urban and Regional Planning, Town Planning, Economic, Civil Engineering or a related discipline.
  • Demonstrated interest and proven professional experience in Contributions Planning including Section 7.11/7.12 plans (preferably up to 5 years).
  • Excellent knowledge of Environmental Planning and Assessment Act 1979 and Local Government Act 1993 and related planning legislation.
  • High level critical thinking and problem-solving abilities with capacity to solve complex and diverse issues in a timely manner. 
  • Demonstrated project management experience with the ability to deliver projects in accordance with financial, scope, quality and time constraints and demonstrated capacity to monitor and report on project performance.
  • A demonstrated understanding of Greenfield (Growth Areas) strategic planning and general associated infrastructure requirements.
  • A high level of written and oral communication skills, including the ability to prepare clear, concise reports, deliver presentations and to conduct meetings.
  • Excellent communication and interpersonal skills demonstrated by abilities in cross organisational and external agency consultation, negotiation, conflict resolution and influencing skills at all levels, and the capacity to develop and manage effective relationships with all stakeholders and all levels of staff.
  • Current Class C NSW Driver's Licence

Desirable

  • Proven experience in the preparation and review of local environmental plans and development control plans, development policy procedures and guidelines.
  • Experience in the preparation of plans under section 64 of the Local Government Act 1993.
  • An awareness of the strategic issues impacting the Bathurst Region community.
  • An ability to attend meetings outside of regular business hours.

Salary: $2,106.45  to $2,213.07 per week + 12% superannuation

Position Status: Maximum Term - 2 years - Full Time

Hours of work:  38 hours per week
