About the opportunity

This is an exciting permanent, full-time opportunity for an enthusiastic and experienced Purchasing Review Officer.

Reporting directly to the Strategic Procurement Advisor, this position is responsible for a variety of duties including but not limited to:

  • the review of Council staff purchase orders to confirm that Procurement guidelines and procedures are adhered to at all times
  • completing spend analysis and identifying the best purchasing strategy
  • providing training to Council staff
  • overseeing the ordering and issuing of Corporate uniforms and stationery to Council staff as well as any other relevant duties as requested by the Strategic Procurement Advisor.

An ideal candidate will use computer data to analyse ongoing spending and devise strategies for the best procurement approach whilst checking orders for any errors, participating in the annual stock take and generally supporting staff in progressing through the Procurement function.

Qualifications and experience

Essential:

  • Relevant tertiary qualifications in business, accounting, procurement or a related field
  • Good knowledge of Council’s Procurement Policy and Procurement Manual
  • Capacity to deliver training in Council’s procurement system – TechnologyOne – and procurement process and the use of our Electronic Document Management (EDM) records-keeping system
  • Extensive experience in the use of TechnologyOne for procurement and good knowledge of Council’s Procurement policy and procedures, and EDM system
  • Experience in Word and Excel
  • Class ‘C’ Driver's Licence.

Desirable:

  • Demonstrated ability to work on multiple tasks and demonstrated capacity for teamwork in a multi-skilled processing environment
  • Demonstrated ability to work under pressure, meet deadlines and solve problems
  • Demonstrated experience in developing and implementing purchasing system enhancements.

Remuneration and benefits

The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.

  • Entry level for this position starts at $1,452.48 per week
  • 35-hour working week 
  • Opportunity to participate in Council's flextime arrangement
