About the opportunity

We are seeking a Senior Water Sensitive Urban Design (WSUD) Capacity Building Officer to join our team on a permanent, full-time basis. As a member of the Asset Design Waterway team you will:

  • Lead activities to support the implementation of Council's Six Streams Integrated Water Strategy to help Blacktown transition to a water sensitive City that values and improves its waterways for the benefit of the community and the environment
  • Lead the development and delivery of Council's industry leading WSUD Capacity Building Program, to build capability of staff and the industry to effectively manage water sensitive urban design systems
  • Manage a budget and resources including the mentoring of junior staff 
  • Work with a dynamic team leading water management in the industry.

Qualifications and experience

Essential:

  • Degree in Engineering (Civil or Environmental), Environmental Science, Asset Management or related field
  • Extensive experience in developing and administering large financial budgets including scoping project costs
  • Demonstrated in-depth knowledge and understanding of WSUD inclusive of a range of WSUD assets
  • Demonstrated experience working with staff and/or industry to improve the management of WSUD assets for at least two of the following lifecycle stages; design, construction, establishment, handover, maintenance and renewal
  • Demonstrated experience working with staff and industry to implement integrated water management into Council operations
  • Demonstrated ability to lead and manage projects to meet timeframes and budgets
  • Demonstrated ability to communicate clearly and effectively and influence a wide range of stakeholders
  • Demonstrated analytical and problem-solving skills
  • Demonstrated ability to facilitate workshops and/or meetings to achieve desired outcomes and outputs
  • Demonstrated interpersonal skills and ability to build effective working relationships with internal and external stakeholders with a focus on commitment to customer service
  • Current class ‘C’ driver’s licence.

Desirable:

  • Relevant local government experience
  • Demonstrated ability to identify and implement process improvements
  • Demonstrated experience in interpreting WSUD, design and construction documentation including Works as executed and standard drawings
  • Demonstrated commitment to customer experience and service
  • Experience in Technology One, CM9 and Microsoft Office.

Remuneration and benefits

The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.

  • Entry level for this position starts at $2,011.56 per week
  • 35-hour working week 
  • Opportunity to participate in Council's flextime arrangement
