About the opportunity

Are you passionate about driving meaningful change and enabling teams to deliver exceptional outcomes?

The City Assets Change and Enablement Lead plays a pivotal role in shaping the future of City Assets by coordinating projects and people to deliver the City Assets Future Directions Plan and the Better Practice Review recommendations.

In this dynamic role you will:

  • Lead change initiatives that support the adoption of customer-centric processes, systems, and business improvements
  • Guide and support changes to job roles and organisational structures
  • Champion the use of Council’s preferred project management framework to ensure consistent and effective delivery
  • Develop and implement change management strategies that maximise employee adoption and minimise resistance.

Your ability to coach and mentor others will be key, as you work closely with the City Assets team to transform our customer service approach. You will report directly to the Director City Assets, providing expert advice and leadership to help the team achieve project goals, promote operational excellence, and uphold our core values of Safety, Customer Service, Teamwork, and Innovation.

Qualifications and experience

Essential:

  • Tertiary qualifications in Business Communications, Organisational Development, Project management, or related discipline
  • Change management certification
  • Minimum 3 years’ experience in end-to-end improvement or business transformation project delivery; including but not limited to communications, managing change projects and delivering results to maximise efficiencies. This must include demonstrable experience with project management approaches, tools and phases of the project lifecycle
  • A solid understanding of how people go through a change and the change process;
  • Strong working knowledge of change management principles, methodologies and tools
  • Strong communication skills and ability to collaborate with and motivate teams across the organisation
  • Exceptional communication skills - both written and verbal for a variety of audiences
  • Ability to influence others, establish and maintain strong relationships
  • Forward-looking with a holistic approach
  • Organised with a natural inclination for planning strategy and tactics
  • Problem solving and root cause identification skills
  • Able to work effectively at all levels in an organisation
  • Must be a team player and able to work collaboratively
  • Acute business acumen, customer centricity and understanding of organisational issues and challenges
  • Experience with large-scale organisational change efforts
  • Strong Microsoft Office skills, particularly MS Project (or related PM software) and understanding of business information systems
  • Experience in facilitating workshops with a range of stakeholders
  • Excellent project management skills, including the ability to handle complex problems, prioritise and meet deadlines
  • Current class C driver's licence.

Desirable:

  • Project management qualifications (e.g. Prince2 agile)
  • Experience with Prosci ADKAR® Model
  • Experience working with TechnologyOne
  • Experience in using content management tools
  • Record management experience
  • Value stream, workflow and/ or process mapping experience
  • An understanding of local government and its diverse services and industries
  • An understanding of either engineering, asset management or environmental sustainability is favourable.

Remuneration and benefits

The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.

  • A competitive salary will be negotiated with the preferred candidate
