About the opportunity
We are seeking a motivated and skilled Coordinator Development Engineering to join our team on a permanent, full‑time basis.
In this role, you will lead and coordinate a team of engineers to ensure that all engineering components of development applications, and the delivery of associated new assets, are assessed in line with Council’s development control plans and engineering guidelines.
You will provide clear guidance, technical oversight, and supportive leadership to help the team operate efficiently, meet performance targets, and consistently deliver high‑quality engineering outcomes. Your work will contribute to informed decision‑making and excellent service for both internal stakeholders and external customers.
Qualifications and experience
Essential:
- Degree qualifications in civil engineering or a related field
- In-depth experience in engineering or a related field
- Sound knowledge of applicable legislation, policies and codes related to development, engineering and urban design, including but not limited to the Environmental Planning and Assessment Act 1979 and the Local Government Act 1993
- Sound understanding of software applicable to local government, including but not limited to engineering road and drainage design
- Demonstrated high-level written, verbal communication, customer service, decision-making, conflict resolution, negotiation and case management skills, with the ability to liaise with a variety of internal and external stakeholders
- Demonstrated analytical and problem-solving skills
- Demonstrated ability to coach, mentor and manage staff to deliver outcomes on time and within budget
- Demonstrated experience preparing detailed proposals, submissions, technical and engineering reports in plain English
- Demonstrated ability to undertake independent engineering decisions within the context of applicable Council policies, procedures, legislative and regulatory frameworks
- Current class C driver’s licence.
Desirable:
- High-level analytical skills for the purposes of research, innovation and process mapping
- Demonstrated understanding of public sector organisational and commercial principles to reform business processes and identification of improvement opportunities within Council
- Demonstrated experience preparing, implementing and reviewing policies, procedures and protocols relevant to the full-life cycle of Development Engineering within a NSW local government context
- Demonstrated ability to manage collaborative and professional relationships within the development industry, consultants and key stakeholders, while at the same time maintaining high standards
- Demonstrated experience leading a multidisciplinary team, with a focus on innovation, performance and service improvement
- Registered as an Engineer with Engineers Australia or eligibility for registration
- Experience in the application of various modelling tools related to development engineering
- Experience in the use of Geographic Information Systems (GIS), CM9 and Technology One
- Construction (White Card) or willingness to obtain.
Remuneration and benefits
The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.
- Entry level for this position starts at $2,511.14 per week
- 35-hour working week
