About the opportunity

We are seeking a Senior Strategist Urban Analytics to provide expert data analysis and strategic insight that shapes how Blacktown City grows and develops, on a permanent, full-time basis.

What you will be doing:

  • Collect, analyse and visualise complex datasets to inform urban, economic and planning strategies
  • Contribute to Council's submissions and responses to NSW Government strategies, plans and policies
  • Develop and maintain economic indicators and industry data to support evidence-based decision-making
  • Provide expert data analytics advice to internal and external stakeholders
  • Represent Council at meetings and conferences promoting economic development in Western Sydney.

Qualifications and experience

Essential:

  • Degree qualifications in urban planning, urban analytics, data science, economics, arts, commerce or a related field
  • Solid experience working within either data analytics, urban development, planning, or economic development in a public sector context or consultancy
  • Demonstrated ability to collect raw data from several sources, analyse the data and present key findings in a simple and compelling way
  • Demonstrated experience and ability to collect, cleanse, analyse and visualise complex datasets from various sources (ABS, Government APIs, raw excel tables, and/or others)
  • In-depth technical skills, knowledge and practical experience in Microsoft Excel and/or other relevant data analytics software
  • Demonstrated information technology, data analysis, research, analytical and other problem-solving skills to generate deliverable and innovative solutions to sometimes conflicting objectives
  • Demonstrated oral communication skills with the ability to liaise with all levels of internal and external customers
  • Demonstrated negotiation and dispute resolution skills with the ability to proactively engage with all levels of internal and external stakeholders
  • Demonstrated experience in managing complex projects relating to the urban environment, on time and within budget
  • Understanding of the NSW Environmental Planning and Assessment Act 1979, Local Government Act 1993 and other relevant legislation, regulations, state planning policies and instruments
  • Current Class C driver’s licence.

Desirable: 

  • Experience with community engagement 
  • Understanding of Land and Environment Court procedures
  • Experience in the development of new planning strategies
  • Experience working as a planner in Local Government and/or State Government
  • Experience using IT systems relevant to local government, including but not limited to Microsoft Office, HP Content Manager and Technology One
  • Understanding and knowledge of responsible Artificial Intelligence tools, GIS systems and associated mapping software
  • Knowledge and practical experience in VBA, SQL, python programming, R or other programming and statistical packages.

Remuneration and benefits

The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.

  • Entry level for this position starts at $117,108.93 per annum
  • 35-hour working week 
  • Car allowance
