About the opportunity

Support the delivery of development and planning services in one of NSW’s fastest growing cities! We are seeking an experienced Senior Coordinator Planning Systems and Business Support to lead system improvement, digital integration and business support across the City Planning and Development Directorate on a permanent, full time basis. This role works closely with the Director City Planning and Development and senior managers to deliver clear, consistent and responsive services for customers.

  • Leading the development and implementation of a strategy to optimise planning systems, digital tools and business support functions across the directorate
  • Driving system integration, reporting and workflow improvements to enhance data quality
  • Providing expert advice on system risks, controls and compliance
  • Coordinating system upgrades, process changes and user support
  • Work closely with the Director City Planning and Development and senior leaders
  • Supporting staff capability through training and clear documentation

Qualifications and experience

Essential:

  • Degree in information technology, data analytics, planning, development, building or a related field
  • Expert information technology, research, analytical, data extraction, interpretation and other problem-solving skills to generate innovative solutions to sometimes conflicting objectives
  • Knowledge and experience with business process mapping, analysis, business scenario verification, customer request processes and configuration
  • Experience using IT systems relevant to local government, including but not limited to NSW Planning Portal, Microsoft Office, HP Content Manager (CM9) and Technology One
  • Demonstrated experience preparing written documents and professional reports that communicate sometimes complex concepts in plain English to a diverse audience
  • Demonstrated high-level oral communication skills with the ability to liaise with all internal and external stakeholders and customers
  • In-depth work experience in planning, development, compliance, regulatory functions or a similar role involving the enforcement of legislation and regulations, including but not limited to comprehensive knowledge of the Environmental Planning and Assessment Act 1979 and Local Government Act 1993
  • Demonstrated knowledge of contemporary planning, development, building, compliance, regulatory issues and discourse supported by research, data analytics and evaluation skills that enhance report writing, decision making and other operational and strategic outcomes
  • Current class C driver’s licence.

Desirable: 

  • Post-graduate qualifications in a relevant or related field
  • Experience working in a team of multidisciplinary professional, technical and operational staff that are collectively responsible for coordinating input from a diverse range of stakeholder groups
  • Experience with Geographic Information Systems (GIS), Land and Property Information
  • Extensive experience formulating advice and reporting to executive level staff including presenting a portfolio view of project progress and budget status
  • High-level understanding of risk management principles associated with local government planning and development processes
  • Knowledge of public sector procurement, tendering and contractual dispute resolution processes ideally within a local government context
  • Demonstrated knowledge of and experience in the application of local government financial management principles, as they apply to land use and development activities
  • Management of private sector professional services contractors and/or consultants in a public sector context
  • Proven experience in the management and implementation of complex systems
  • Demonstrated commitment to ongoing learning.

Remuneration and benefits

The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.

  • Entry level for this position starts at $142,239.15 per annum
  • 35-hour working week
